Installation
This mod installs just how any other mod would install for 1.6.2. There is a great utility called MagicLauncher which makes mod installation much easier.
Compatibility
This mod is compatible with any other mod, as long as it does not overwrite:
eo.class (Packet15Place)
gk.class (Packet62LevelSound)

This mod is a fork of bencvt's original non longer updated NoSoundLagThere has been a bug report posted on the official Mojang bug reporting website months ago (MC-55). Once this fix has been applied, this mod will be discontinued as there will be no need for it.

So it pretty much stops the sound delay when placing blocks on multiplayer servers.

Might be worthwhile to link to the official Mojang bug that NoSoundLag fixes in your OP somewhere... MC-55. That bug is over 8 months old now, which is a bit surprising... the fix isn't really that complex.

when you say it can be installed like any other mod in 1.6 do you mean like 90% of the mods, witch is taking it to the modfolder after installing forge or do you mean the jar edit way witch almost no mod uses anymore?

It is very sad how Mojang cannot simply release a fix as simple as this.
I'm pretty sure rain sound lag is not a ping related problem and that it happens in single player too.

Sorry to kick up an old topic but the 1.5.2 download is also broken. I would also like to know if this mod works on Java 5?
