All this mod does is change biome properties. I have no idea why it wouldn't work with Not Enough Items, unless that mod touches the biome generator. You can always try Better World Generation, maybe that would work for you.
The current version is for 1.6.4 only. Previous versions (including 1.6.2) are available on the original post - look for the spoiler section/button in the downloads section.

Ahh i see, i thought all 1.6.2 mods work for 1.6.4. I guess a few do not.
Question... do biomes -stay- as their biomes and just snow? Or does this change the biomes themselvs to one of the snow biomes?
Like if I go into a jungle it will still say it's a jungle biome, but just snowing?
You are correct. Basically, you can think of this mod as changing the climate of the entire world to "snowwy". Snow will fall when precipitation falls, and ice will grow all the time in water, but all biomes keep thier distinctive shapes, foliage (not the colours, though), and designs.
If you take the mod off, the temperatures and precipitation go back to normal. (But the snow doesn't seem to melt much at all.)
Hello, I am running a modded server and decided to use your mod to simulate a sort of "winter." I have since removed the mod, but the precipitation hasn't reverted to it's normal values, many areas are still snowing. Is this a bug, or am I doing something wrong?
That does sound odd. I can't be sure what exactly is the issue, these things tend to work in mysterious ways. Perhaps you could try using my other NoSnow mod, and see if that helps... http://www.minecraftforum.net/topic/1728806-164-forge-nosnow-mod/
Otherwise, you may be forced to use one of the tools I identified in the original post to get rid of the snow / change the biomes. Sorry about that...
very nice mod, i will use it in my future new series. I was looking for a snow all thing that keeps the original biomes instead of creating all snow biomes, and i think this will fit perfectly.
also, i suggest you to improve the mod biome selecction. some mods adds biomes, like thaumcraft, or the ATG(very good world generating mod), etc , and they are not affected by your mod, and is weird XD
i amnot sure if any are updated yet but im going to ask any way. if you have a mod lets say Link Removed (not sure if it's updated) will in snow there if not do you think yo can add mod support because a mod-pack idea had idea for the whole world be frozen and if galacticraft is updated you would have to leave the planet before you froze and died from the frozen world. cool? and my question is at the start sorry that's a lot just giving and saying ideas XD (like the i am from the start?) (ok going to shut up now and post this. :P)
Ok, so, you are a third of the way there already. The challenge is to make it snow in certain biomes (no snow in deserts and jungles and other warm areas) during certain times of the year. Pretty sure their isnt a seasons mod out yet and you are about the closest to it. I like snow (in MC) just not all year round, besides, snow would make survival interesting for several months, would have to stock up on food for the winter.
IF you accept this challenge, good luck, if not, cool mod, keep up the amazing modding.
Thank you for this mod, I am loving it! I love how the dirt becomes the blueish-green tinted grass blocks and that it snows too I used it on an already saved game, no problems in 1.7.2
Oh wait, Not enough items doesn't function with it so I can't make it perma snow. Wonderful -.-
Time to hunt for yet ANOTHER mod so I can make 2 different mods function the way I intend, I really wonder why I do this to myself sometimes.

This mod is exactly what I'm looking for. And I would like to use it in my modpack if that is okay with you. I will give credit.
Go right ahead!
