Right, I've tried using your modpack, and the crafting tables are indeed replacing dirt. Then I tried removing the LOTR mod to see if it would happen if another mod took that ID 255 instead. But, removing the LOTR mod caused a warning, because TolkienTweaks depends on it, so I tried removing TolkienTweaks as well, and then the game crashed whenever I tried to enter a world - old or new. I have no idea why, but perhaps you might know - is there another mod in the pack that depends on TolkienTweaks?
I also tried altering the level.dat's ID map directly to swap out the rohirric crafting table with another block ID, but for some reason, Forge wasn't having it. I got only crashes - no success there.
What I would suggest if you want to further investigate this: create an alternate version of your modpack without the LOTR mod and then test that to see which other block takes the ID 255, and if, as I suspect, that different block then replaces dirt generation. And if you can do that, I'd like a download link as well so I can test it for myself.
I'll see what I can do, to be honest, at this stage TC2 has been pretty much finalized and I began work on a sequal for 1.10, so while this has been an annoying bug for some time now, not sure if I have will have the time for a hot minute to do this testing again (did it several months ago when I got the first report). Will let you know when I get the chance, thanks for the effort.
by the way, yeah, tolkientwekas in 1.7.10 had several dependencies because it literally tweaked blocks from other mods (mostly camoflauge versions of existing blocks) but in the case of the lotr mod, made it so the ring you use for your portal could be tossed into mount doom and "explode"
OK, I have had a problem where Butterfly Mania and Chococraft has caused blocks replaced with stairs and crafting tables from this mod. And I just found another one that causes the problem. That mod is FlowerCraft. Just letting you know. : D

I've downloaded lotr mod and added it to my modpack. It seems that it does not work with more player models, could u somehow fix it ?

I have created a test modpack that will reliably reproduce this issue and doesn't have any extra dependencies. I will pm you a link to the modpack.
Here is how to quickly and reliably reproduce the issue:
Create a new world with the modpack.
Connect with minecraft client.
Generate a few chunks.
Disconnect.
Restart the forge server.
Re-connect.
Generate new chunks. Whatever block ended up with id 255 will be substituted for what I believe to be, block id 3, which is always common.block.LOTRBlockDirtVanilla
Different combinations of mods will, of course, yield a different block with id 255. If that block turns out to be a block that would not normally be generated at chunk generation time in the overworld (i.e. Metallurgy molten blocks, Galacticraft cave vines), then everything seems to work just fine. But if id 255 is occupied by a block rendered at chunk generation time, that block will be used for dirt for certain after a server restart.
Incidentally, I have observed this on already-generated chunks as well, but only once. I originally found this issue on a cauldron server and I attempted to get around it by setting a world border and generating all of the chunks inside that world border. Upon second login, all dirt chunks loaded after movement started ended up with whatever was id 255 (Galacticraft cargo loaders in this case). I have since reproduced this on plain old forge version 1588 and 1614.
Fewer mods than the above seem to make the issue disappear. NEI probably isn't necessary to reproduce this issue; I only had it in to be able to dump the block list to a file. I am running Minecraft on Linux (fedora 22) with Java 1.8.0_121. My server java command is set to use -Xms 5120MB -Xms 5120MB -XX:+UseG1GC.
Edit: I should mention that in all cases where I reproduced this issue, removing the LOTR mod resolves the issue. And BTW, hats off to you for developing this mod. I'm amazed at how much content you are able to provide in this mod month after month!
Thank you very much, Casstle, that information is incredibly helpful and I now believe I can make a good guess at what the cause is.
It seems as though the 'LOTRBlockDirtVanilla' has something to do with it. That's a modified dirt block class, which I have used to alter some properties of the dirt block, and then replace the existing vanilla dirt block with the new block. Having said that, it can't be a problem inherent in the block replacement itself, else we'd be seeing this with just LOTR installed. I suppose one of those other mods is doing something else to change terrain generation, and the interplay between that change and my edited dirt block is what's causing the problem.
So roughly speaking, it looks like: the LOTR mod replaces the dirt block; somewhere in another mod, a reference to the old dirt block is maintained; the old block is generated into the world, but the game cannot find a matching ID for it and spits out -1; as a byte, -1 is equivalent to 255, so the game generates block ID 255 instead of dirt. I suspected it was going to be something like that ever since hearing that it happened with ID 255, but the 'LOTRBlockDirtVanilla' has made it all make sense...
What I'll do now is test with those mods and see if I can narrow down exactly which mod is causing the issue when combined with LOTR, and how it happens. And then, hopefully, I should be able to fix whatever is causing this in the block replacement code, or at the very least use reflection to update the old reference in the other mod and achieve an uncomfortable yet effective fix.
Update:
It looks like this isn't quite the same issue as the one GreatOrator had - in his modpack, it was only dirt that got replaced, but it happened when first generating the world. Whereas with these mods, both grass and dirt seem to be getting replaced, but as you said, only in chunks generated after a restart.
But hopefully the two issues are related, and fixing this may well fix the other one.
I've managed to eliminate Bibliocraft and Galacticraft (and their respective core/addon mods) and the issue's still happening, so that narrows it down to either Biomes O' Plenty or Realistic Terrain Generation. Now, back to testing.
Update #2:
It's Biomes O' Plenty. It happens with only the LOTR mod and BOP installed (and doesn't happen without BOP installed). Now I shall see what I can do about this.

I concur with TPK. I just reproduced it without Biomes O Plenty. Here is the list of mods that I used:
I added buildcraft, buildcraft-compat and Buildcraft Additions (which needs Eureka) and removed Biomes O Plenty. Followed the same process to reproduce and got endless fields of BlockItemSorters from buildcraft.
I can't seem to find rhyme or reason with the mod combinations. If I have LOTR with just BOP or Buildcraft or Galacticraft, then all seems well. If I have any combination of LOTR and more than one of BOP, Buildcraft, or Galacticraft, then I see the issue and can reproduce it every time. All 3 mods add biomes, which would affect terrain generation, although I don't think anything from Galacticraft generates in the Overworld.
What do you mean by this? The old houses or the new ones? And remember, Mevans has made this mod for *us*. If you don't like the houses, make your own edits to them!

Anyway to narrow down what BoP is doing to cause this? since this could happen with other mods as you say, is there a way to detect like you mentioned, but keeping the replacement block intact but somehow still keeping the call to regular minecraft dirt in place if needed?
I don't think it was actually BoP specifically, but what I was doing with the block replacement seemed to cause problems with mods that are loaded before this one. BoP being one such mod.
But I think I've found a solution now. I am learning how to write coremods, so I will be able to change the properties of grass & dirt by actually altering their virtual class files before the blocks themselves are loaded. I'm very confident that this will fix the issue to everyone's satisfaction. Though I have yet to actually test it with the mods on the server, things look to be going well so far.
I realize this may be a ways off, but isn't there possibly another way instead of a coremod? In 1.10 forge does not allows those any longer (assuming you have long-term plans to move there at some point)

I just finished the Silmarllion a week ago, it made huge mentions of the Easterlings.

Optifine D7 (preview or otherwise) doesn't work well with LotR. Try going back to D6 and see if you can see again.

It's probably terribly late but I've decided to do a more combat based LotR mod for myself, but if you need help with dragons and dragon AI in particular, I'd be happy to help. Of course, I'd still use it for myself.

I have created a test modpack that will reliably reproduce this issue and doesn't have any extra dependencies. I will pm you a link to the modpack.
Here is how to quickly and reliably reproduce the issue:
Different combinations of mods will, of course, yield a different block with id 255. If that block turns out to be a block that would not normally be generated at chunk generation time in the overworld (i.e. Metallurgy molten blocks, Galacticraft cave vines), then everything seems to work just fine. But if id 255 is occupied by a block rendered at chunk generation time, that block will be used for dirt for certain after a server restart.
Incidentally, I have observed this on already-generated chunks as well, but only once. I originally found this issue on a cauldron server and I attempted to get around it by setting a world border and generating all of the chunks inside that world border. Upon second login, all dirt chunks loaded after movement started ended up with whatever was id 255 (Galacticraft cargo loaders in this case). I have since reproduced this on plain old forge version 1588 and 1614.

Fewer mods than the above seem to make the issue disappear. NEI probably isn't necessary to reproduce this issue; I only had it in to be able to dump the block list to a file. I am running Minecraft on Linux (fedora 22) with Java 1.8.0_121. My server java command is set to use -Xms 5120MB -Xms 5120MB -XX:+UseG1GC.
Edit: I should mention that in all cases where I reproduced this issue, removing the LOTR mod resolves the issue. And BTW, hats off to you for developing this mod. I'm amazed at how much content you are able to provide in this mod month after month!
If it's happening in the overworld, it is not Biomes O' Plenty. I have the two mods installed in my pack and they are both working fine. But like I said, I have noticed it with Butterfly Mania, Flowercraft, and Chococraft. : D

I added buildcraft, buildcraft-compat and Buildcraft Additions (which needs Eureka) and removed Biomes O Plenty. Followed the same process to reproduce and got endless fields of BlockItemSorters from buildcraft.
I can't seem to find rhyme or reason with the mod combinations. If I have LOTR with just BOP or Buildcraft or Galacticraft, then all seems well. If I have any combination of LOTR and more than one of BOP, Buildcraft, or Galacticraft, then I see the issue and can reproduce it every time. All 3 mods add biomes, which would affect terrain generation, although I don't think anything from Galacticraft generates in the Overworld.
The only thing I could think of Galacticraft spawns in the overworld are ore. : D

Anyway to narrow down what BoP is doing to cause this? since this could happen with other mods as you say, is there a way to detect like you mentioned, but keeping the replacement block intact but somehow still keeping the call to regular minecraft dirt in place if needed?

I realize this may be a ways off, but isn't there possibly another way instead of a coremod? In 1.10 forge does not allows those any longer (assuming you have long-term plans to move there at some point)
