I'm not sure if you've looked into much yet, Sn0re, but I've heard there was a great deal of changes in obfuscation between 1.4.5 and 1.4.6. And I've heard Forge changed a bit to deal with it... Some mods can make the transition without issue, but others, not so much. Of course, I know very little beyond that. But it might be worth considering a rewrite just for that. Or at least some investigation into the Javadocs for the latest Forge. Just my two cents.

You seem knowledgeable for only 5 post. Yes, mystcraft hit a wall with that, they had to request a feature be added to forge before they could update.
I hate Java with a passion, but gave it a short whirl. Decided I liked C# much better. But, I did/do hang out on the IRC server that seems popular with developers.
Back to the rewrite/don't decision, I'd also point out every bit of code I've written is usually much better on the second go 'round. I read a thing on something somewhere (vagueness, whee~!) that stated the code wasn't done until it had been scrapped and rewritten. I tend to agree, but that could be why I never release anything...

I say rewrite from scratch, but can't you just decompile your mod? Either way, I have waited this long, I can wait longer. Unless you don't want me too, I will continue to provide support via forums. That way, you only have to answer questions I can't....like technical stuff with crashes. I am often lost with that. Also, I have to look to find it, but I will finish up the wiki I was working on today.

I got one that does just that. I even know a PC shop that uses one to retrieve files off damaged computers. Works like a dream when I need it, which thankfully isn't too often.

Friendly floating book mobs? (flying between shelves, reshelving themselves at random, durn magic books etc.)
Suggestion B:
Snow overlay reskined as a drift of loose pages with transparent sections to show the block below. Placing a small stack of paper on the floor creates a scattering of loose paper which can be destroyed to reclaim the paper.
Suggestion C:
Same as above but a small stack of books creates a pile of books on the floor which can be destroyed to reclaim the books. (probably best to only work with default books)
Suggestion D:
A placeable entity item, library ladder, a 3/4 block high entity which can be shoved side to side in a line from the direction it is placed in, can be climbed. (could possibly be done with modified minecarts and rails)
That mob would be hilarious! And alot of fun. The ladder would be pretty cool too. And if you set up a "track" for it, then it wouldn't have to just go in a strait line.

About the rewrite/wait question, I support the "analysis" option; check out what you want to do, a simple upgrade or implementation of new feature like, let's say, *ahem* IDs list for supported custom content *ahem* :P, and by the light of your decision, take the easiest and more profitable option. It is REALLY annoying for everybody.
Maybe it could link up to enchanting the books, the more levels you give to a book, the more 'lively' it gets. Until after a certain level it can turn itself into a flying book mob using the Bat Mob AI and treating the shelf it was placed in as its spawner.
I believe that the Twilight Forest mod has a flying book mob based on the Blaze AI thats rather nice for referance.
Not sure how you'd implement it flying off and storing itself in diffrent storage shelves nearby but it would be a neat mechanic to make hoarding all that XP in books an intresting prospect.
If a coder is feeling adventurous, they could even allow players to catch books that had come to life, and apply items to them to turn them into library guardians.
Maybe some sort of 1x2 chained lecturn placable, which once it has a 'living book' placed in its inventory will create a floating entity book on a chain in the block above it. I dunno, maybe it barks when someone comes to close to it without a library card, and bites or spits pages at hostile mobs.

On a different note, here's an idea for the mod: Storage/Augmented/Magic/etc.. (something magic/exp related) enchanting table. You craft it using an xp book instead of a normal book, and have a nether star somewhere in it (maybe between the diamonds?). What it could do is have two extra slots: one for an xp book, and one for an enchanted book.
The xp book GUI would be added in next to it, so anyone using the table could add/remove xp to/from the book. The table would
be able to take the full 30-shelve augment that was required in 1.2-, so when fully augmented would have the enchantment levels (10, 25, 50) available, allowing for more powerful enchantments.
The enchanted book slot would be used as a filter, where the table can only apply enchantments of the type in the book. When using an enchanted book as a filter, any enchantments would cost ([book's level+1]*2) more (level 1 book, enchantments cost 2* as much), and have a level cap on them equal to the book's level.
Basically, the way this would fit together is, for full utility, you have to first mine at least 5 diamonds (3 for a pick+2 for the table), then go to the nether and get the blaze rods for the books, along with some wither skeleton heads, and some ender pearls in the overworld. Then, you would have to go through the process of summoning the wither and killing it, and then, finally, once you have all the materials (2 xp books, 3 obsidian, 2 diamonds, nether star), and you make the table, you would have to make 30 bookshelves, which would take a while to just get the leather, and then, once you have your fully augmented advanced enchanting table set up, you would have to get the xp to fill the second book, which you would have put in the table as a "battery". So now that you have a full advanced table with as many bookshelves as it will accept, lets say you want a sharpness 5 "factory". First you would have to enchant books until you get one with sharpness 5, using much of your xp, then you would put it in its slot in the table, which would filter out any enchantments other than sharpness, and allow the highest level enchantment (5). Now you have an enchanting table that can store some xp and can only apply sharpness, but because of the filter (enchanted book) being level 5, any enchantments will cost 60 extra levels. Yeah, that's a lot. 110 levels to be sure to get sharpness 5, or 70 to get a lower level sharpness. So basically, you can have an incredibly powerful enchanting table, but unless you just killed the enderdragon, it basically requires you to have a full book in it, and also have a ton of xp yourself.

Some how, in 2 days, I did not notice that I missed 2 post! Lol. No offense, but you are still fairly new judgeing by your number of post, so you do not yet know how infuriating carelessness can be. It is rather offensive to have our time wasted by it. We come on at least daily, to help people out. Some don't even play the game anymore because they are always helping or coding. So forgive us if you think we are too harsh, but it really is more then careless, its insulting. But that is beside the point. (Please have read this in a caring explanatory voice, I save my rage voice for the mystcraft thread. It is reeeeeaaaaalllllly bad over there)
As far as your idea goes, I think the cost is too high. Especially when you consider that there is a mod out there that lets you pick your enchant instead of relying on luck. But that's just my opinion, sn0re is the mod author after all.
