Like I said, 1.7.10, imo, is best for mods as there are many that still have not left that version (and probably never will either). If you want 1.8+ stuff there is a mod that adds it; I think its open source too I think so you can personally add w/e 1.8+ things you want. If they do add new stuff for any version above 1.7.10 then both versions should be given the new stuff (for those of us that want to have new stuff but use mods still forever frozen in 1.7.10)

there's no way to change how riding entities now works,
and there's no way to change 1.7.10 command blocks to use the new 1.10 creations.
1.10.2 is simply easier to mod, it's basically it's own Game Engine in vanilla anyways, Forge just makes it even easier.

1.7.10 has the most mods. So if you want to make a big and complete modpack, or if you want to have your mod used in modpacks a lot, go for MC 1.7.10 (or 1.8.9. That one is getting pretty populated as well.)
If you want to write a mod for the newest Minecraft, write one for MC 1.9.4., because MC 1.10.2 might not be the latest MC 1.10.X version.
And, in this case, most MC 1.9.4 mods work plausibly on MC 1.10.2.
However, since Benimatic is fairly absent, this whole discussion is not really relevant here.

Just a note to all the people who say this mod is disappointing or who rail that it is unfinished or taking to long to update. You should know that Twilight Forest was one of the first mods for Minecraft. Not first big mods, or first for the release version.... one of the first mods. Full stop. It's been around for almost a decade, and I sincerely doubt it's dying here.
Might be that Benimatic is trying to figure out which version to update to, or having to rework some of what he did for 1.8 to 1.8.9 or 1.9.4. Might also be that he's got some personal stuff to deal with. It might be that he'll hand it off to someone else to update. But Twilight Forest is an institution for Minecraft, and I wouldn't rule it out just yet.
As for versions, I'd love to see it for 1.8.9, 1.9.4 and 1.10.2, but if it just goes straight to 1.10.2 that is probably safe. its the last version before 1.11 and it's looking like Vanilla updates post 1.9 aren't making big backend changes, meaning updating mods will be relatively simple.
This is one of my all time favorite mods. I love the feel, the bosses, the adventure, the advancing system, and most of all the world itself. I would love to use Twilight Forest in a YouTube lets play I am going to be starting shortly. May I?

I can not think of one mod that you need permission for to use in your own private use modpack. Even XCompWiz (Mystcraft) and Sph4x (Optifine), who make a real challenge of inclusion of their mods in public packs or don't allow you to distribute their mod at all, don't make a problem of this.
A mod is meant to be used.

Oops, I suddenly remembered a mod that DID have a policy against using it in combination with any other mod and that was Mo' Creatures.

no, MOC doesn't have that policy, only that it can't be used in public mod packs. You just had to make everyone get it from his site and you could use it on a server.
that's because of the development history of MOC, it used to have a team and one of the original members gave technic permission to distrbute and DrZ doesn't know if he has the ability to rescind this permission. it gets complicated.
The current version seems to have issues performance wise. After I exit the dimension I press f3 to see there are 1700+ loaded entities, bringing me down to 4fps even after I restart minecraft.
