The answer is the same as it was last year when everybody was begging for 1.7 updates.
The 1.8 update is pretty much dead until MCP comes out. Judging by past experience we'll have to wait at least a month or two (MCP 1.7 took over 3 months).
I think it was already answered sometime, but I would like to know why sp614x decided against adding Optifine to vanilla Minecraft (of course I respect that decision, although I am a bit sad).Thanks in advance!

For Athlon X2 you should try the AMD Dualcore Optimizer which fixes a problem very similar to this one.
It looks like this problem is outside of Minecraft and probably caused by external programs. You can try the Process Explorer and see which process is using CPU when Minecraft is running. Usually Java has to be at 50% (one core) and all the other processes around 0%. You can also try killing the other processes one by one and see if it gets better. Disabling the antivirus and stopping all background programs may also help to find it.
Does the utility in the first link work on Windows 7 (it is only for Windows XP)? Looking around (example) it seems that Windows 7 doesn't need it, and it won't benefit single-threaded programs that much (although CPU usage seems to indicate Minecraft, or at least Java, uses both cores; I know the game does have a server and client thread although the server thread isn't usually much of a factor in CPU usage; the load also seems to shift between cores over time).
Also, I haven't noticed anything unusual when looking at processes; CPU usage isn't much different between 1.6.4 and later versions and isn't maxed out so it doesn't appear to be a process/CPU issue (don't see any unusual memory, disk drive, etc usage either). I've also done things like disabling AV (MSE) before with no effect.
Whatever it is it certainly seems related to the game itself because it doesn't occur on older versions; the very regular timing of the lag spikes also makes me think it is GPU related, always occurring every 10th frame (based on zooming in on the lagometer graph, with 9 steps between each spike, assuming each step is one frame; on the first screenshot I posted there are exactly 440 pixels and 44 lag spikes from the start to the end, before it overwrites the previous run-through) regardless of FPS or what else is going on (even running another program that lags the game doesn't affect it so video definitely seems to be the problem). The Nvidia control panel says my drivers are up to date (last checked yesterday) so that doesn't seem to be an issue.

Haven't been on the forums in awhile But anyways as with some people 1.8 is giving me some FPS issues(More freezing and such, default 1.7.10 was pretty smooth without Optifine)but I need to re-install Java/Minecraft anyways so I'll see if that helps. But super excited for the Optifine 1.8! If I fix my FPS issues now to get the "Optimization" 1.8 is supposed to give me, imagine how much Optifine would benefit me! Once MCP is updated, take your time releasing the mod sp614x, no need to rush

from what i heard, 1.8 is much bigger, code changing wise, then 1.7, so mcp, and in turn, forge, as well as mods, are gonna take a long time to update.
MCP is looking like 1 week+ for the beta, plus development time for Optifine, so don't hold your breath. Also 1.8 added support for Multi-Core rendering, which if your computer is old or slow, might decrease performance instead of increase.

The really weird thing is that I downloaded one of the snapshots and it was running fine, I don't know if it makes sense but yeah.

Okay I've been googling for quite a while now since I don't have a fix.
I've been getting the lag spikes in this video while playing singleplayer, multiplayer and on both 1.7 and 1.8. 1.7 with optifine boosts fps but these lag spikes do not go away.
