Overall it looks great! Although, it is not my style.
I am initially drawn to the face of the skin because it the mouth and eyes are a lot brighter than the rest, maybe try and add something to draw you to the body immediately so that they are drawn to the "main" part of the skin.

I dont feel like the sleeves fit the style of the skin, tho.
I made this skin for someone, it's supposed to be Kirito from some anime show. I don't watch anime soo I did the best i could xD
I find that one of the hardest things when making a skin, making one that's almost completely black look good.
I've made skins of anime characters that I didn't know for people many times, I know how hard they can be to improvise when you haven't really a clue who the character is. I looked up a reference and I think you did quite an awesome job on recreating his look.
If this is a 1.8 skin, I guess you could've been more creative with the 3D layer, like making the gloves, belt or bottom of the coat stick out. ^^
Other than that, I would've personally put the belt up a bit higher, as a part of the body instead of the legs, but that's just personal taste

Anyways, I love how detailed you got with the shading of the dinosaur suit! Nothing really i see that needs to be fixed. Personal opinion, I would have blended the red tips of the hair a little more, so it sorta fades to red, rather than just having it BAM red. Ya know?

Hehe nice coincidence, I made a template for that skin and just edited yours a moment ago to add the hat xD
What I would've done differently with that one, and actually DID different (as I edited it) would be add the hat (duhh..) Also show a bit of skin on the front of the body. I also added some shading to the inner parts of the arms and the sides and the bottom of the sleeves. You can see my edits in the thread of the person who you made this skin for. I also moved the eyes up one pixel and added a mouth, that's just personal taste.
Other than that I think this is quite a decent skin
