If you want it to be stationary, then what you want isn't to edit the panorama but the overlay. I forget the file name, but there's a separate file that controls the darkening effect that outlines the menu that goes over the overlay. You can edit that to whatever you so desire as a background. Just know that it does stretch with the window resolution, so I suggest not trying anything that requires precision.

How about you make the panorama into an animated panorama so that it doesn't move, because what you're asking can only be solved by modding the game.
