i have been surfing the web for hours and they say you need to drag the .zip file to resources file but my .minecraft file does not have resource file.
Knowing where you got it is important, as there is sites that aren't safe and the zip file could have a virus if not from Curseforge, PlanetMinecraft or other trustworthy sources.
On a more on topic note.
Zip files when it comes to mods, datapacks or resource packs are for transferring files and contain those files safely.
In the case of a mod if it's a PVZ mod then make it a .jar file (that and make sure to have Forge or Fabric installed and put the mods into the mods folder), if it's a datapack or resourcepack try opening it to see what's inside as sometimes deeper folders can be inside and they can't run as well, you can find Zip files but it's a good idea to check just encase.
If it's a datapack then put it into the saves/WHATEVERYOUNAMEDYOURWORLD/datapacks folder.
If it's a resource pack then it goes into the 'resourcepacks' folder. Not the .minecraft or resources folder you find in asset or wherever else that I forget.
While I can't tell much from only seeing the 'versions' folder, the webcache and the launcher profiles, log, etc.
I assume you may have installed Minecraft to somewhere else, and the folders/files that need to be in Appdata/Roaming are there as they should be. I forget which other folders/files can be installed elsewhere but I'd say go with the default location so all folders are there and it's easy to manage things. It can be confusing if you have some folders in say Documents and the ones that can't be installed elsewhere in the Appdata/Roaming. That or use a third party launcher like MultiMC.

Did you start your Minecraft before? Are you sure, this is the right location?
What is that zip? And where did you get it?
Did you put the root folder for your launcher in another file path?
