Did you compress the folder, or the contents of the folder?
A .zip file is effectively a type of folder in itself... at least as far as Minecraft is concerned. So the /assets/ folder and pack.mcmeta need to be directly in the root of the .zip file and NOT one folder in. If you just right-clicked on the folder and added it to an archive, it'll zip the entire thing meaning that you'll have a redundant root folder which will cause the pack to fail.
In other words, instead of zipping the pack's main folder zip the /assets/ folder and then pull the pack.png and pack.mcmeta files into the .zip file along side of /assets/. That should get it working.
