I am making a texture pack (my first one actually) for 1.14.4 and after like 20 block textures i decided to test it. The problem is some textures like the bell and the last stage of beetroot keep the default textures, even though I made sure multiple times i edited the texture of those.
For the bell it is a bit difficult because you need 4 different ".json" files in addition to the pictures.
1: bell.json
2: bell_wall.json
3: bell_ceiling.json
4: bell_floor.json
i think you can take these .json files from other texture packs...
You can find them under the "assets/minecraft/textures/block"
or "assets/minecraft/textures/blocks" folder.
(you have to copy this file into your "blocks/block" folder)
For the 3rd growth stage of the beetroot you also need a json. file which you can also find under "assets/minecraft/textures/block".

I found the bell in assets/minecraft/textures/entity/bell/bell_body.png, that's probably what you want to change, because the bell is animated in a way normal blocks can't be animated, so it's using an entity model.
I'm not sure if the other 3 in the block folder are even used anywhere.

Why ,json files?
1.12 has the "blocks" and "items" folder renamed to "block" and "item" in the textures folder.
The Bell is definitely part of above 1.12, not from below 1.12.
What's this "blocks/block" folder you are talking about?
The only time I see "block/block" in a resource pack, is in an block model, that needs values for displaying in gui and on the player model hand.
I don't even know, if you know anything from resource packs.
Just looked into the 1.15.1 assets folder and can't find the "bell_floot", are you sure it even exists?
