It's in the title, I want to change the color of dripping water particles, the kind you get from wet sponges or in the ceiling. I've looked at the texture artist's guide to MC Patcher features thread but I think it's outdated. I put the color.properties file in assets/minecraft/mcpatcher/colormap and it didn't work. The contents of the color.properties file is the following:
color.properties should be in /assets/minecraft/mcpatcher/, not one more folder in. The text looks correct, but it might be a good idea to have "FFFFFF" in all caps.
Beyond that, make sure that you have your file browser to show all file extensions so that you don't have a hidden ".txt" at the end of the file name to make it invalid. Encoding the text file in UTF-8 Without BOM is also recommended, though shouldn't be necessary for Optifine/MCPatcher.

I tried and double checked everything you said and no success. I was using the color white to test it out but ultimately I was shooting to change the color to the color I have for the other splash and bubble particles-- *cough* Mojang, why you have to give drips own color map... *cough*. Guess my OCD will have to deal with the color difference.

Two more things that I thought of:
First, make sure the particle in the particles.png file doesn't have it's own hue. It should be grayscale. White won't influence an already colored particle texture, so that might be the issue.
Second, double-check to make sure you have Custom Colors disabled in the Optifine options. Even if you're sure, check it again.
Beyond that, I'm not sure what to suggest. Hopefully one of those things helps you.
