I have used the wiki on creating a Resource Pack and my new pack will not show in minecraft available Resource Packs. I have created a folder in .minecraft/resources.

Sounds like whatever editor you are using to change the name is saving it in something other than plain text. Don't use Word or anything fancy. There should be dozens of free apps for you system that can save it properly.
I was using note pad. I don't think it should be saving it as anything other than plain text.
EDIT: I just checked and it is saving as plain text. why it isn't working is beyond me then.
First, do you have "Show known file extensions" active in Windows Explorer? If not, please do so. There may be a hidden .txt file extension at the end of the file name.
Second, check in the save options and make sure the format is "UTF-8 without BOM". It may be saving it as a text file, but not one that Minecraft understands.
Beyond that, I suggest downloading and installing Notepad++. It's freeware and much better than regular old Notepad.

2. Make sure explorer isn't hiding file extensions (.txt). Follow everything that has already been mentioned by Alvoria.
3. File structure should look like this: "%appdata%/.minecraft/resourcepacks/YourPackHere/pack.mcmeta". Notice there's no ".txt" after mcmeta.
Use this code. Just copy/paste into notepad(++), then edit and save as "pack.mcmeta":

and after pack format in quotes then colon you need a space.
2.)check if your resource pack is in the resource pack folder. at: C:\Users\Your User\AppData\Roaming\.minecraft\resourcepacks
3.) If all else fails try making the photo NOT transparent.
It should go in "resourcepacks", not "resources"
"1" is only correct pre 1.9x. For 1.9 & 1.10 the pack format is "2"
