I want to edit some of the sounds but I can't find the sound folder anywhere in my .minecraft. I read that they are in the assets folder but there is no sounds folder there.

Yes there is. It's intentionally obfuscated to prevent people from stealing the default assets and putting them up for download on the Internet. Yes, the very thing you're asking for is the reason you can't easily find them.
I recommend making your own sounds rather than just editing what someone else has done.
I have always wanted this too and I finally decided I am going to make one (it will save me a lot of time from going into the .json) and since the reason they did it is so u cant put the actual sounds up for download i have a fix for that. instead of the actual sounds i will put in me saying that i cant put the actual sounds for copyright purposes and then just copy paste and rename it over and over again. i am sure all everyone wants is the same as what i want just a resource pack that you can just replace the files with your sounds so u don't have to hassle with where do they go. so i am starting on making it today so it may take a while feel free to bump me on making it if you are interested.

I think it's so sound assets can be moved/renamed/used differently in different versions, without needing to the same file on disk in multiple locations for that asset for each different version. For practical example, in 1.9 the XP orb sound changed, but it (theoretically) will stay the same as they were before in 1.8 and older.
They also made it able to be easily reworked with the indexes.
Duplicate the file for the version you want (1.8.json, 1.9.json, etc.)
Add this just above the "objects" line:
"virtual": true,
Now alls you need to do is modify your version profile to use this json file instead of the normal one.
Specifically, go in the 'versions' folder, open the .json file, and find the "assets" line, you'd make it something like this:
"assets": "legacy_1.8"
As for why... yarr, I swear it be fair use! One could say that me reverse enginerrin' a small piece of it is a learnin' project where I transformative the work into some'n new and slightly more entertainin'!
Although truthfully, the index files and hashes get annoying, and I'd rather not need to depend on the wiki for a file list, same as I don't for all the other files. I just like to have it in my own bare hands uhhh.... eyes . . .

also while we are on the subject would it be illegal for me to move the actual sounds that I found in the process of making this resource pack(because I have to make it with actual sounds first and then replace them with the ones of me)to my phone so I can play the sounds whenever I want? I mean I did technically buy the sounds when I bought minecraft right?

As long as you're not sharing them with anyone else then nobody really cares if you move them from one device to another.
And no, you didn't buy the sounds. In fact, being technical, you didn't even buy a copy of Minecraft. You licensed a copy of Minecraft and all related sounds. You don't own anything. You downloaded and are using them with the permission of Mojang and may continue to do so indefinitely so long as they stay in business and you abide by their rules. It's a fine legal distinction, but an important one.
Oh, and BTW, I fully support your 'placeholder' sounds template. You should probably rename it to remove confusion, but it's actually a really good idea. I've thought of doing the same thing with textures from time to time just so that there's a template that can be downloaded without copyright issue. It's still not needed, of course, but a lot of people don't take the time to learn how to create a pack without a template before jumping in head first so it's still a useful thing.

Exactly. Which means calling it a "Default Sounds" pack is misleading if the default sounds won't actually be in it. Instead they'll all be placeholder sounds, right? So the name "Default Sounds Pack" should be changed to reflect that.
This is getting off-topic for this thread, though, so we should probably discuss this in the thread for that pack if this somehow needs further explanation.
