No it cannot just be high coontrast, as then stone would look like bedrock. The original texture for bedrock is just a high contrast version of smoothstone.

the lagg reducing qualities come from using a less amount of colors per block meaning less load time therefore reducing lagg even if the pixel size is the same the game will render things 2x as fast due to the fact each block has less than 4 colors. most only have 2.

why don't you try it out before adding things like this to the conversation, without optifine or anyother lagg reducing mods on a 64-bit asus pdw52 premium 4gb RAM computer with a 3.2gz processor(single core) i played no lagg with far veiwing distance, fancy graphics, and all particles with a skype call open with no lagg. Therefore as I said before try before you speak, you might find that things look rather nice. But to each his own I guess.

I still get lagg playing with the default,but that is just me I guess., also i was thinking about making a x512 version for those that would like a lot more detail in their texture packs.
As others have said, this does not reduce lag.
Minecraft renders every texture pixel by pixel, and does not take advantage in any way of previous pixels being the same color. So, it renders the same amount of pixels in default as it does in this texture pack.
If you were to lower the resolution of the pack even further, (Which is possible) THEN it would not have to render as many pixels, and would be less laggy.
This is a Texture Pack that i made to go with my mod CreatureCraft it creates a lagg reducing quality which I am
sure many people could use to their advantage.

also the soul sand, sandstone, windows and whatever is above the obsidian are pretty unique.
