I got it to work, just had to "cheat" a bit. I downloaded 1.2.5 jar and used MCedit to bring a building into a pre-made 1.3.1 random world. Saved it, then re-patched 1.3.1.
It worked, but to get 1.3.1 content you'll have to explore outside of what you had "discovered" before doing it. I just ran towards a jungle biome until I saw coco beans on the trees to know it was all good.

not for a long time... My friend said the developer takes a long time to update. I'm guessing in about 4-6 weeks considering he did update to 1.2.5, eventually: about 2 months after 1.2.5 Minecraft came out.
Download the BetterLAN mod. It makes your LAN servers into Bukkit servers, so you can add the World Edit Plugin to your single player worlds without having to set up a bukkit server

These seem to be too old. I'm on Windows 7 also, probably should've included that earlier but i forgot.
