I have been trying to get any program to run on 10.4.11 but there doesn't seem to be any that are compatible. I've tried jumping through hoops getting mcedit to work by using the linux version and downloading python etc. but I can't get the command lines to work. I either get a "permission denied" or an "is not a file or directory".
are there any programs that are already compatible or am I S.O.L.? if so why does everyone hate 10.4? or is it something that's missing from 10.4?
Actually, it should be possible to get McEdit to work, but I've never done it so I can't help. The error you describe suggest you're just no opening the files properly, not that your OS is incompatible.
The reason nothing works with 10.4 is Apple made huge API changes (for the better) starting in 10.5. So developers who make stuff for fun went with all the newer, easier to program APIs. You also need to maintain an old computer with old programming tools to build stuff for 10.4, so thats not something most hobbyists are willing to do. 10.5, 10.6, and the upcoming 10.7 are all progressively better in every single way. You should really upgrade, at least to 10.5. It's cheap, easy and painless.
