I would like a mod that adds a new entity with no AI, texture, or anything. Each player in the game would have this entity locked to them. The entity ID would be minecraft:dummy

Ok, let me tell you something about nodded entities on servers. They don't work the away yowl want. That mod will not work unless it is installed server side, and players can't log on without the mod.

I used a mod once that let me use its spawn eggs on a Bukkit server. The mobs weren't visible by the server or other clients but I could see them move around fine. When I re-logged, or left the area and came back, they were gone though. It is possible. It does work. I've done it.

The mobs were vanilla, it was a plugin, not a mod, the plugin was bugged and didn't work properly, and they were gone because when you reloggged, the fact that they did not exist server side made your client not load them. Your example demonstrates how this does NOT work

Alright, *maybe* you could trick the client into thinking that the server is sending it an entity. But that's going to be clientside data, so it won't actually be there. Temporary data for displaying is on the client, that's clientside. That stuff gets updated by the server. The real data is stored on the server. If the entity isn't on the server, it's not really there, other then the client displaying it, much like it would a particle.
EDIT: And if you won't tell us what it's for, we can't really help you, especially since what you want isn't possible.
Why are you making assumptions? It was Devine RPG mobs. It was not a plugin. It was a Forge mod.

You said yourself that it Was Bukkit, not Forge. Those two to not play well together, and combined APIs like Cauldron are buggy at best.
You won't see forge mods on a bukkit server. You can't log on to a forge server without the same mods installed. This makes your claim that they were DivineRPG mobs HIGHLY dubious.

I joined a server. I had Forge with the Devine RPG mod. The server was a simple Bukkit server with no mods. Not a forge server. I was in creative mode. I grabbed some modded spawn eggs. I spawned some Deving RPG mobs. I could see them. They moved around. Nobody else could see them because the server and other people didn't have the mod. So I know it's possible.

I understand. I know it won't actually be there. That's exactly what I want. I found a mod that draws a string on an entity as it walks around so you can see a history of everywhere it's been. I then had an idea. It would be cool if you could do that to yourself so that when you enter a cave you'll be able to see which way you came and find your way back easily. Ever heard the story of Theseus king of Athens? When he entered a labyrinth with a spool of string so he could find his way back? That's what I imagined.

EDIT: Here's what the mod does to entities:
You add entities using minecraft:<entity> and for the pig I used minecraft:pig so you can't add yourself or anyone else.
