I want to be able to set the mods players can use so that not all players can use it i have not chosen the version i want but it will probley be a modpack like feedthebeast or bigDig thanks for any help guys!
FineToast there are bukkit plugins that i have seen that do that by having a ranking system where in being of a certain rank gives you specific abilities, however, in all fairness it's usually better to only allow players you trust into your server if you are going to be using a modpack like feed the beast or bigdig. In which case having simple rules can do the same thing without the need of such a plugin/mod.

what I plan on doing is setting each player to only be access to certain mods based on there class they want to be. So builder gets all mining mods and explore would get mods to match that. Thanks so much for the help!

The only way to do this would be dynamically limiting recipes. Mods are loaded all at one go. They are loaded at the start for a reason, that's the time they HAVE to load (in specific, say item and block loading, items and blocks HAVE to be loaded during early initialisation, else things can go wrong (a little too late and textures will mess up sometimes, way too late and they just won't load), if they aren't loaded when they're supposed to, they can cause issues.
What you want is pretty much dynamically loading mods based on if a player has access to them (I assume you mean this, rather than limiting recipes), which, as I said in my previous statement, is not possible.

actually what he sounds like he is asking for is more on the permissions end of it. because he wants certain classes to have access to certain features based on said class which is a permissions based problem not in the actual load sequence. all the mods would be present but say a miner could only use the mining based blocks and features, that's very doable.
as for the name of the plugin i am not entirely sure, it's been a while since i've looked at them but asking around the bukkit community should yield some good result to that end. You're looking for a class based permissions plugin and help to configure it to your needs.
