As for the Toontown Mod, I have some ideas for what modders could put in it:
Jellybeans
They could either be used as food, crafting components, or trading items. There could be one jellybean for each available Minecraft color. For example:
Alternatively, some of the jellybean recipes could use dyes from other Minecraft mods.
Gags
You could also craft Gags to use against mobs or Cogs. Throw gags could function like snowballs (throwable items) with some added attack damage. Oh, and just to make sure the mod doesn't make the game less fun, it's best just to stick to Minecraft's standard battle system.
Toonup Gags could used to heal other players or, if used the wrong way, mobs and Cogs(?) Drop Gags could either be placed as blocks or spawned above enemies with the press of a button. Trap Gags could be used as high-level defense mechanisms that you could place around your house.
Enchantments
There could also be enchantments that enhance Gags' performance, such as "Distance" or "Height" for range-based Gags or other throwable items, "Weight" for Drop Gags, "Laughter" for Toonup Gags, "Volume" for Sound Gags, and the vanilla "Lure" enchantment could be used for Lure Gags.
Gag Trees
You could also grow Gags in special trees called "Gag Trees", which would be really rare. Any Gags grown from these trees would have certain enchantments based on what kind of enchanted book or Gag you craft them with. One example of this would be...
The Oak Sapling is a placeholder for the Gag Sapling. Also, the recipe could be shapeless. Or if you simply want the Gag Tree for the wood, you could just go ahead and plant the sapling. It would take a long time to grow, though.
Cogs
In order to provide a little game balance for the awesomely OP Gags, there would have to be Cogs. After all, destroying Cogs is what Gags are for, right?
Behavior
In the online game from whence they came, Cogs pretty much just walk around streets in an endless loop until either a Toon walks up to them or they eventually decide to fly away, which is basically their equivalent of despawning. But since Minecraft doesn't really have any "streets" other than the ones in villages, that's pretty much out of the question... unless Cogs had their own special AI which enabled them to "pathfind" where certain blocks would "lead" them.
Cogs also tend to periodically take over shops in Toontown and turn them into giant gray Cog Buildings. If this trait were to carry over to the Minecraft world, that would mean that Cogs would walk into any structure with an accessible door and attempt replace it with a Cog building by either having a premade one fall onto the structure that is being taken over or simply by destroying said structure and making the Cog Building from scratch.
Battle Strategies
Whether or not Cogs should be passive or aggressive is debatable. If they were passive, it would give former Toontown players the authentic feel that they're used to. If they were aggressive, the "authentic feel" would be replaced with political correctness.... OK, I'm not gonna lie. Businessmen can be real jerks. That's beyond the point, though.
Like Toons, Cogs are able to use their own weapons. The major difference is that they're mainly business-themed (Duh!) and they do a lot less damage than most of the more powerful Gags. Due to the nature of mob spawing in Minecraft, each individual Cog that spawns in the world would only be able to carry one of these lethal office supplies at a time. They could also be craftable, considering the fact that you'd even want to

I really like this idea. I am going to look into making the mod, because as I read this I just pictured how it could work and I just love it. I'm trying to figure out how to make the battle system, however.
