You can use any text editor to write the code (I use Notepad++ which is free to download), and the Minecraft Coder Pack lets you work with minecraft's code.

In case anyone is interested, in the texture pack I am aiming for a more sleek, black and gold feel to Atlantian decoration. Sort of like what the Ancients could of made their technology in a several (dozen) thousand years more of development.
this seems like an incredible idea.i think you should begin coding the basic ships you know,the smallest and release that before doing the rest.that way people can see how cool it will be in game before the final product is ready.
