Other than the Beta world gen type of mods (providing alpha, beta, indev, infdev, I'm sure not if they add pre-1.7 world gen though) I don't think so. Not sure if buffet world gen allows for it to be possible either.
There may be mods out there I just can't think of any off the top of my head.

That mod hasn't been updated since 2014, so only for 1.7 and I assume the OP wants something for the latest version, seeing that they mentioned Fabric and datapacks, which did not exist back then. They do have a more current mod which expands on its capabilities, "Climate Control/Geographicraft" but it likewise hasn't been updated since 1.12, and the creator themselves haven't been active for years (Random Biomes does mention myself but only because they got the idea from my own mod of the same name; I had no actual part in writing the Forge version, and have no idea how to even mod current versions, or have the incentive to do so).
That said, if you are playing on 1.12 I'd recommend using this mod as well as Climate Control - 1.6 terrain is incomplete without its underground, with much larger and denser cave systems than more recent versions (even 1.18's giant caves are no substitute for caves like the ones I mentioned here).
Ive looked everywhere, but I cant find one. I liked that terrain the most.
I really dislike the current and future terrain in minecraft and would rather get a minecraft world that looks good.
A datapack or mod works. I just want minecraft to look good again.
