I installed forge-1.7.10-10.13.4.1614 on Ubuntu (no gui). When the world generates it lacks diorite, andesite, and granite. They're not even in the creative mode inventory list.

What might be causing the lack of mineral generation?
We never had this problem playing the same mod pack peer-to-peer

Those blocks were not part of vanilla MC for 1.7.10. You'll need a mod that specifically adds those blocks for 1.7.10.
You have Chisel, those blocks should have been added. You might need to search a lot of chunks.
