Mcf and curse are good, but there are a few mods in other places officially, like the unofficial japenese minecraft forum. There is a decent site, in particular. modlist.mcf.li has no ads, is run by criticsquid, and you have to ask for your mod to be posted there. It also redirects to the forum page where the mod originated.

I don't think that is necessary. The bad ones far outweigh the good ones. For every 75 bad sites, there is 1 good repost site. I personally think that http://modlist.mcf.li is unique in the legality of it's nature.

A popular mod might have a 100+ page thread, filled with outdated information, bug reports, etc. Generally the first post gets edited over and over with updates, but oftentimes stale or outright wrong info gets left, hosting files is via dropbox or upload sites (even worse, wrapped in adfly), and there is no standard format which forces the user to slog though at least that one post to find the download link even after they have had to sift though the forums to find the correct thread.
Curse/CurseForge is nice, but I generally advise against monolithic systems. If Curse had a system to have a project page that directs the user to the privately hosted mod page this would help address the issue. Eg: Immibis has his own website, he could make project pages on Curse that direct others to his site for the mods. Other modders who have their own site, and would prefer to handle hosting their own content could do so, but benefit from a visible, centralized listing. Sites for various languages will also be required. A foreign language is a further barrier to a user, and someone will address it, the only question is if it is the community or a modreposter site that does so.
For a user, modrepost sites are "better" in that they make it easier to find a mod, and easier to locate a download link, etc. Equalling or beating that ease will undermine the entire economics of mod repost sites, which is the only way to get them to stop doing it in the first place. Users will always take the easiest path available to do what they want: you need to try to make sure that path is yours. Trying to bar every other path is an Sisyphean endeavour.
Letting users know about the good places to look for mods is where we as a community need to focus. Also we need to seek to improve those places, or make new ones that allow the user to most easily do the things they want. I think searching/installing via the launcher is a huge boost to the user experience (what the new Curse Client gets right). System like Quickmods of WonkoTheSane help make it easy for mods hosted anywhere to be easily installed (where the Curse Client falls short - it only deals with thing on Curse). These system facilitate grouping mods into packs, sharing those collections with others, and can handle dependencies and versions automatically for the user. The former is something players want to do but so far has been difficult and the latter a mundane task they never should need to be burdened by.

I think it's totally necessary. I want to find out where all the good sites are and post my mods there. The more people I can reach safely, the more people can enjoy my mods.

Yeah, finding mods on MCF is pretty terrible user experience compared to a specialized site like Curse or PMC.
The list would be pretty short still, but I guess we could include a second list of sites that have been removed from the list. The good list could exist, but it wouldn't be too notable. It would pretty much be mcf, curse, pmc, modlist.mcf.

The idea "good" list would have just one site on it. Until then, we can just list all of them. That doesn't mean we shouldn't tell people about the good list though.

This site is redistributing minecraft mods, skins, texture packs, etc. without giving credit to the original owners. The files are also hosted on the site.
DMCA complaints is the key. If that fails, someone could launch an attack against those sites and take them down (if it gets to extreme cases).

I'm not risking it as my laptop has Windows 7 and the site possibly has viruses that targets Windows operating systems.
I checked it with virus total (Yes I did the right one) and it doesn't say it has any viruses... Although it could be reposting mods... Doesn't even look like a forums...
EDIT:Actually, I guess I wouldn't go there... Some scam just popped up when going there and told me that it's a windows security thingy... and I may have ad-ware... but I don't...

Virustotal and other anti-viruses tend to fail, and I would call it malicious if it is trying to give you Adware.

Nothing's trying to get me anything at the moment. It was just a scam. It's one of those fake security threat ads. They wanted me to call a number. Virus total isn't an anti-virus...
