I like how multiple people say 10/10 as in they are some of the best coders in the entire history of minecraft and mod development for games yet have 2-4 forum posts and have absolutely no indication that they've had any experience.

The only way to know how skilled a coder is, is to review some major code they have written and judge it by the following; Efficency, readability and difficulty.
Then ask him some questions about teamwork, version control and coding conventions.
Without looking at his code, theres no way to really know his skill.
