Have you downloaded the .zip, unzipped it, and followed the steps in the How to Use file?
Well i can't use this because the "How To Use" file is very vague. According to it you have to drag zip files into a .bat file which is impossible. Please revise your instuctions.

Well, I tried installing optifine (dragged zip onto the correct file) and it seemed to install. I then ran minecraft, and it wouldn't load paste the Updating Minecraft screen (It wasn't actually updating).
If it makes you feel better, switch to vanilla works.
I'm not getting Forge as a .zip file, just a .jar, and I can't get it to work because of that. I also have very little idea what I'm doing since I'm a bit of a dunce, what should I do?

Forge no longer installs to the minecraft jar. It gets loaded at runtime, you add it as a library in the json. Also, forge has their own installer.
