I personally thank that highlands is the best with great generation and biomes but this is what the advantages of them are in my opinion:
Highlands: great for survival gameplay
Biomes o plenty: great for explorers who want loads of biomes
Extrabiomesxl: has the most intagreated mod support

That's a contentious question. People can be really fanboy-ish about their favorite biome pack. My suggestion is to research what other mods you want to use, because not all are compatible with every biome mod (Though most are.)
I found this thread rather interesting! I am new to mods, and only knew of BoP until last night. I have done about 30 different seeds on BoP and have yet to find one that is Jungle and Tropical heavy... While I love the giant builds, i have no real use for them and am finding a lot of the detailed biomes very laggy!. I have been looking for information on how to edit BoP and remove some of the biomes I don't want, but haven't found anything useful yet.
My question for all of you is this... Out of the three biome mods mentioned in this thread... which one has more jungle and tropical seeds???
I use BoP & EbXL. In config files you may set off thouse biomes, you don't want. For BoP in <biomegen.cfg> in section [biomes to generate] set "false" (w/o quotes). In EbXL do the same.
I personally think BoP is ugly and garish most of the time and the other times it looks like vanilla minecraft. Extrabiomes I only played because the alternative was so bad. Highlands is definitely the best one. I mean what do you want in a biome mod? You want nice looking scenery thats what. Nobody else designed trees anywhere near as natural and pretty as sdj64 did, and what he has done with the landscape is equally impressive. I wouldnt let any of the competitors' biomes into my highlands worlds ever.
The only real factor for me is that one of the Biomes O' Plenty devs is arogant, condescending, and rude.
Pretty much why me and several other server admins have stoped using their mod.
How exactly the dev's temper affects the mod's quality?
I wouldn't say "ugly" or "pretty", it's personal and biased.
For me, there are differences: 1. BoP is included in the FtB modpack. It is the most, let's say, invasive. It's not only about biomes - It adds more ores (gems, exactly), one more dimension with new mobs, more tools, one new kind of tool (a scythe), new kind of water, lots of new blocks like mud (can be refined into bricks), quicksand (sucks you in), "thick ice", "dry dirt" etc. It also affects caves, adds stalactites/stalagmites and roots. It adds more plants - berries, more grass, cattail. It also has the biggest number of biomes (about a hundred), a lot of them are really useless (like ice biomes) but fun to discover. I'm not a fan of it, because it's too much for me; talking about mods, I'm a minimalist and don't want more gems and tools provided by a biome mod. But I don't agree most of the BoP biomes look like vanilla, one single glance will be enough to see the difference.
2. Extrabiomes XL is the oldest one (but I could be mistaken). I heard a lot of positive comments about it's stability. It has 28 new biomes and a pack of new blocks - mostly wood and plants, and a "red rock" (a new kind of stone). It adds no additional tools though, neither dimention, no weird structures like glacier or bone "trees" like in BoP.
3. Highlands has unique mountains. It adds ~40 new biomes and only 4 new kind of wood (and this feature can be turned off). It affects biome generation in a reasonable way, stiching similar biomes together (1.7-ish gen, I'd say). It adds no additional dirt or stone, only wood and some bushes. It is my favorite because of a "realistic" yet interesting biomes without unnecessary blocks.
These mods have different graphics, therefore, different aesthetics. You really need to check it yourself (seethe screenshots at least).

Well, he says "Highlands is the best" and he posted to the Highlands thread but not the others. So, I'll guess Highlands. Although, you haven't had to choose in 1.6.4 for some time, because you can run all three together with some config wrangling, as several users pointed out.

Biomes o plenty,highlands and extra biomes are compatible together just fix the ids in the config or you can also use id resolver mod
I use all three, and I disabled the copy/similar biomes.
I have highlands stuff generating in the normal worlds I make, using the config.
I love them.
How do you that?

A double resolution texture pack that stays faithful to the original Minecraft textures.
