You use Java... Seriously. If your going to mod you need to be able to write code. And once you get into that enough you should have your own preferences for the programs you write the code in. But if your looking for proper advice scroll on down to the Mods & Mapping board and ask around the Mod development sub-forum. They can help you get started better than the general Minecraft forums as a whole.

Firstly, Welcome to the forums
Mod making in Minecraft is written in Java. You need to know quite a bit of coding to make anything in Java.
Mods are usually coded using the program Eclipse. You can ask all about here, and more information and tutorials here.

Depends on what are trying to do. Java is coding language, and you need to be pretty good at it to do even basic things.
There are some tools out there, I forgot the name now, that makes the mod for you. But it only makes an item or block, and you just specify the texture. Not really making a mod..

I would recommend the 'generic mod' tutorials on the forge wiki. Also, the 'lets mod with pahimar' series is very good. it is useful if you have a good understanding of java before starting to mod minecraft. be persistent, and also be prepared to fail many MANY times. ,'/

I tried MCreator but something keeps coming up and it doesn't work
In a few simple steps that are really not simple at all:
1. Learn to read and write in Java code
2. View some other mods and see how they wrote things so you can get an idea of how to start
3. Select a simple mod, study it, and try to rewrite it on your own so it does all the same things
4. Try making your own mod, something simple to start, and give it a few tries until it works
5. Once it works you can slowly start more advanced projects, and if you are lucky you may find a mentor to help you out
6. You are now capable of creating a mod. It won't be easy to get there but it will be fun when you do

That would be Eclipse. I do believe most, if not all mods are made in Eclipse.

Yes, I got that but I thought it was just my stupid PC you could make a mod on mcreator and then import the code into eclipse.
