I have been digging around the forums for quite a while now but am yet to see a mod which allows admins to define areas in a region to be unbreakable.
I ran a bukkit server for quite a while, and there existed numerous plugins for accomplishing exactly that, but I have not yet seen a mod which performs a similar thing. Normally, I would simply create a bukkit server, and port what mods that are compatible over, but it is my understanding that not all are quite compatible yet, especially those I would like to keep.
So my question is that if a mod exists to match a similar goal as those that exist already in bukkit? Perhaps I am blind, but I'm yet to find one. A mod which allows one to define regions to prevent blocks being broken in that area, prevent monsters from spawning, etc etc... But I wouldn't even be that picky if one already exists.
I recommend you using WorldGuard. You need WorldEdit to use it.
Its the best protection plugin you can find.
Perhaps I was unclear. I am looking for a mod which does this, not a plugin. But, as I also said, is there a manner in which I may port mods over to bukkit effectively? I've read of some plugins which do it but none have crossed my path that did so well.
But it's been a while. Feel free to correct me if I am mistaken.

The mod you are probably asking for isn't physically possible.
Any client mod can only limit the actions of the client it's installed onto. In other words, for a mod to limit regular users, every regular user has to install the mod on their computer.
Of course, if you could get everyone to install such a mod, then the server could send some sort of message to the client saying exactly which regions players cannot destroy and such.
Doing all of that is prone to hackers decompiling the mod and simply changing it so they are allowed to destroy blocks. Not to mention it may be hard to get people to install the mod in the first place and then enforce that the mod is actually installed. On top of that, if you somehow get passed those barriers, you still need a server mod to send the message in the first place that tells the client where they can't destroy blocks. You are much better off just using WorldGuard+WorldEdit, or making a server mod that does the exact same thing if you insist on using the vanilla jar.

Having run a server now for a significant amount of time, getting the appropriate people the appropriate .jar and mods folder with the modifications necessary to run the server is not a difficult thing, as the appropriate files can usually be sent over email they take up so little space, and are relatively easy for any user with a knowledge of where there .minecraft folder is to place in.
So, that being said, my question remains that does there exist a mod which may be installed either client and server or simply server side, as by the logic in your third paragraph would be more sensible, that could prevent users from breaking those specific blocks. Then, of course, the only person who could manage defining those areas would be someone with access to directly modifying the server which still is fine.
I apologize if there was a misunderstanding, but I hope that clears things up.

I know this is something that would be heavily utilized by the community even if it was something as simple as protecting blocks in a square region from damage. As I said, the only ones I am aware of that complete this type of task are plugins for bukkit.
