If you already download some mods onto your launcher the file wont be there anymore for obvious reasons. What it is, is the signature of notch you could say for the name. Without it really, you could modify it how you would like it to be.

I tried to delete it before installing mods with 7-zip.
First, you say you don't bother to search
Second, you say that you can't find it
And then you claim you have tried deleting it before, implying that you have found it in the past
If you don't bother to search and say it so explicitly like that, then don't expect much help. Also, you are seemingly contradicting yourself.
If it's gone, simply don't worry about it. As long as META-INF is gone you can install mods. This is a pointless question if it is gone. If you want to see it, delete your Minecraft.jar and run the Minecraft.exe. It'll reload minecraft.jar and META-INF should be there, but then you'd have to reinstall all mods and texture packs.

I have trouble DELETING META, I want to delete it first before installing any mods.
I tried to delete the folder by opening the exe in 7-zip, it said "not implemented."
Yeah, 7zip gives me that error to with certain files. I think it is exactly what it says - a feature that 7zip doesn't have when working with some files using a jar extension (some work, some don't - don't know what the difference is). ie 7zip refuses to delete files from some jar files. Winzip should do it and so should WinRAR I believe.
And the Meta INF, as I understand it, is kind of like "Notch's seal" in as much as its an internal way of checking that the files within the jar are correct (eg if they have been tampered with - by installing a mod for example, or become corrupt somehow). It's been a while since I actually looked at what was in there but, from memory, it looked like a bunch of checksums for the files in the jar.
I only have one minecraft.jar and it's in the bin folder. However, I believe that some OSs use a jar as their client instead of minecraft.exe. Would that be the other minecraft.jar? (BTW, even minecraft.exe can be opened with 7zip and internally it looks like a jar so I suspect it is just an executable jar of some sort - I'm not familiar enough with java applications to be sure though).

In the box, type in %appdata% and hit enter.
Open the .minecraft folder
Open the bin folder
Right click on the minecraft.jar
Go to the 7-zip menu
Select Open archive
Now in 7-Zip, double click the META-INF folder
Select the files that have names that start with Mojang
Delete them with the delete button in the big toolbar
Close everything
If you cannot understand these directions then you are beyond hopeless.

Hm, I'm sad that you take my criticism the wrong way. Criticism is actually sometimes the greatest help you can get. Criticism helps you realize what's wrong and helps you improve yourself.

Then you're all set for deleting signatures and something else is wrong. Try deleting the bin folder, launching minecraft again so it redownloads, and trying again.
Have you already deleted it then? It shouldn't just mysteriously disappear. Go to your .minecraft folder and delete the whole bin folder. Run Minecraft.exe and it will re-download a clean Minecraft.jar. Try your mods again on this new one. If you are doing everything right, then it might just be the mods that don't want to work.
Open Minecraft.jar.
Drag and drop your new mod files in.
Delete Meta-Inf.
Close.
Play Minecraft.
Hm...I had a problem finding META-INF as well. Until I checked the .jar in .minecraft. That's .minecraft not .minecraft/bin. If you have a jar in there then check that one.
I don't have a jar file in the .mincraft folder, only in bin.
Is their something wrong?
