Step number 6 is not required, but it does help to show you which mods conflict with each other if they both modifiy the same file.
When you drop them into the minecraf.jar, they automatically organize themselves.
I wrote that part for people having problems with conflicting mods. This way they find out which mods modifiy the same files before trying to start up minecraft and find that its not working because one mod is missing code that another mod overwrote.

When i try to delete the META-INF folder it keeps saying that it cant because something is running... I have my minecraft closed this never happened to me before 1.3 Update what am i doing wrong?

Yeah, you can't play mods on the browser. Only Client.
