I want to make a dungeon level, was there a method to spawn NPCs or to fill a chest with items? Unless I'm an extremely blind idiot, I didn't see the option in NBT forge or omen to modify chest contents or place monsters.
Creepers, skeletons and zombies and all those things that move around are called "Entities". They are in the same column as LocalPlayer - which is the player. If you open up one of the countless entities, you will find some information about it. What type of monster/animal it is, how much health it has, etc. Either edit pre-existing entities to your liking, or copy an entity, and paste it in the same column.
I dont know alot about chests, though. Am going to look it up now.
UPDATE: Alright, so both chests and furnaces are found in the column named "TileEntities". Find a chest, open up the inventory, and add items. If you dont know how, copy an item from either your players inventory, or an item already in the chest. Paste it it, then edit the ID and amount and whathaveyou.

When you open a .mclevel file in NBTEdit (You are using this, right?), you will see a main "box" named MinecraftLevel. This "box" has, beneath it, a number of "sub-boxes". These are TileEntities, Entities, About, Map and Environment. You're going to use Entities for monsters/animals, and TileEntities for chests/furnaces.
