Before you even begin modding Minecraft, learn basic Java, I cannot stress this enough, it will make everything a lot smoother for you. Learn the basics of Java like what a class is, what a package is, what a method is etc. Maybe try to create a simple working calculator in Java, then you should have the knowledge to start on modding tutorials. Some tutorials explain everything, others don't, best to be ready for the ones that don't.
Anyways, once you have all the Java development tools set up (JDK, Eclipse) (if you learned basic Java you should already have these set up), download MinecraftForge from files.minecraftforge.net. Download the latest 1.6.4 src package and unzip where desired. Then run install.bat. This process will take a while, it has to download things like MCP, the Minecraft binaries and the libraries. Once that's done, point your Eclipse to MCP's "eclipse" folder, this is a pre-setup Eclipse workspace built specifically for Minecraft development. While getting the job done, it is fairly inefficient though, if you want a more efficient development environment, try watching Pahimar's tutorials, he shows you how to set up a pretty efficient environment. Note, with his installation, it is incompatible with 1.6, there are tutorials for getting it to work with 1.6 in this section.
Once that's done, go online and look for some 1.6.4 MinecraftForge tutorials. Learn the basics of Forge and the Minecraft code. Work your way up from there.
