No it's not what I want to do! The github repository has like 30 of the damn things. I have no idea which to use. I'm just following the instructions I found there.
Sorry about how complicated it is; it really is a mess that has only gotten worse over the years. (Most of the complications from it are me handling multiple versions with the same code, which means that the code for the mod itself can be a bit better organized for the most part (in the ideal case, at least...), but the surrounding tooling is a big mess).
I've pushed a fix to begradle so that it should install successfully even if you don't have git. It uses git to get the current version number, but if it can't get it that doesn't mean the build shouldn't continue. You should be able to at least install the new version.
The repo itself has a ton of folders for different versions, but it's important to note that each of those folders only has a few files in it. The majority of the code is in the share folder. Well, actually, no, because 1.14 has made things a bit of a mess and there's a separate copy of the code in the share_14 folder that targets 1.14 (which I hope to reconcile eventually, but haven't yet done). But for all of the versions before 1.14, all of the important code is in the share folder.
Building a specific version is fairly easy; you can just use `gradlew :<version>:build`, where `version` matches one of the version folder names. That should do everything for you (you may need to do `gradlew :<version>:setupDecompWorkspace` first). That said, this doesn't work for the 1.13 versions; the whole build process there is just super broken and requires a ton of manual effort to set up (which I want to automate, but that hasn't been done yet either). And for 1.14, there are some other things that are awkward with it caching some incorrect data which requires deleting files in the .gradle folder in your user folder (which is something I want to get rid of, but it's also a fairly big mess).
The reason why there aren't clear instructions for some of this is because when it works, it works, and when it doesn't work, it's because there's a lot of other awkward stuff that I haven't yet fixed. Some day I hope to have all of that resolved, but it's not resolved yet.
Hopefully that's at least a starting point. I've been working on making things easier over the time (because, of course, I have to deal with it too...), but it's a slow process.

I'm currently working on 1.14.3. I've actually got 1.14.3 itself done, but am still working on the instabilities with the 1.14 versions in general. Hopefully I'll have a build out later this week.
The 1.13.2.wdl is not showing up in the versions, even though it is obviously there in the folder and I followed all the previous instructions. I opened the launcher profiles json and edited the version to my 1.13.2.wdl manually, but now it doesn't start the version at all. "Error! Unable to Start Game".

If it's not showing up, that means that there's some mistake in the version JSON you created. Possibly, you didn't update the ID in it (if it still has "id": "1.13.2", then it won't show up; the ID needs to match the file name). There might also be a syntax error; you can use a JSON validator (such as this one) to check.
Indeed; I'm aware of this (see #128). I'll try to get this fixed in the next few days. (I updated the changelog on github to link to that issue, but didn't do it here as I was in a bit of a rush.)

((I actually got it to work in the past using the "MULTIMC" application..... but for some reason, I uninstalled it and now can't figure out how I did it in the past. Would you know how to get it to work using the MultiMC application?))
^ And if not, then where can I find a tutorial that touches on "World Downloader", "Mac", and "1.14.4". Can't figure out how to download the mod.

The process is basically the same on all operating systems, so there isn't a mac-specific guide. For MultiMC, there are instructions in the main post (expand the "MultiMC instructions (click to show)" field). Do note that the images in it are a bit old, and where it says "add jar mod" you'll instead click "add to minecraft.jar".
As for 1.14.4... you're going to have a bit of trouble with that, since Mojang hasn't released 1.14.4 yet (there is 1.14.4 Pre-Release 4, but that's a development snapshot). The mod is out for 1.14.3 though.
Poke , we updated or server from 1.13.2 to 1.14.3 and have a 'poi' folder . do you know what these chunks are ?
I believe it's related to villagers and their AI; villagers will pathfind to those things throughout the day to do work. "poi" stands for "points of interest". I think that the data should regenerate if you're in the world for a while since villagers will look for workstations, though I haven't tested or investigated it much.
If you're referring to forge or similar servers in 1.13 and 1.14, I haven't made any significant progress on that yet unfortunately. I am getting most of the build system issues resolved so it should be possible at some point, but not yet.

Do I need to delete every downloads block, or just the one inbetween "assets" and "id"?
Only the one between assets and id. The other ones are for libraries the game uses, and should remain. That image looks correct to me.
