Yes for these items you need a addon mod. I think it similar to Gregtech machine tree but get more stuff out of one ore. I don't planning to make a addon mod at the moment. Maybe ask the mod Author for ore support. sorry.

You get a Botany Insulated Electron Tube Clay out of of a Forestry Copper Electron Tube, four Clay and two molten rubber Bars need 40 sec and use 64 EU/Tick.

I never played with mekanism so I only know the nether ores Mod. I think the easiest way is to using Modtweaker for that.

Well mekanisms 5x ore processing goes ore to Ore Slurry to Clean Ore Slurry to Crystals then Shards then Clumps then Dirty Dusts then Dusts and then ingots . Its a huge process to get 5x ores from one ore . Its what I have set up . http://wiki.aidancbrady.com/wiki/Ore_Processing

Was adding a fluid extractor recipe, and learned your values are slight different than what you have documented.
FluidExtractor.addRecipe(output, input, liquidOutput, durationTicks, euPerTick, outputChance);
FluidExtractor.addRecipe(<BiomesOPlenty:jarEmpty>, <BiomesOPlenty:jarFilled:1> , <liquid:poison> * 1000, 20, 2, 10000);
Came out to be a 0.20% chance at the jar, 2 ticks and 10000 eu/t
FluidExtractor.addRecipe(<BiomesOPlenty:jarEmpty>, <BiomesOPlenty:jarFilled:1> , <liquid:poison> * 1000, 10000, 20, 2);
Gave me the intended 100% chance of the jar, 20 ticks and 2 eu/t
So it is seemingly:
FluidExtractor.addRecipe(output, input, liquidOutput, outputChance, durationTicks, euPerTick);
