Also, when I did have chisel 2 working, the Lavastone's lava texture caused some texture glitches; from some angles, all you can see is the lava texture.
You never had chisel 2, last time I will say this. Please stop
There is one, ask Cricket if you can compile a 1.6.4 version yourself. This way he can continue advancing the mod without have to worry about backporting, which most mod creators won't do since it will take too much time out of development.
Even if you could convert the chisel part of a world 1.6.4 -> 1.7.10 you probably can't convert many of the other blocks/items in your world, such as AE stuff...
I'm new to the modding community, and i'm having issues with properly installing mods and was wondering if someone could help me out. I already have Forge downloaded, as well as several mods, but I don't know where the JAR files have to go in order to be loaded into the game. Any help would be greatly appreciated.

Look for a "mods" folder in the Minecraft directory. (AppData/roaming/.minecraft/mods if it's using the normal Minecraft launcher; FeedtheBeast/<modpack name>/minecraft/mods if it's Feed the Beast).
I just found a rather concerning recipe in the Chisel list. I'm trying to figure out if there is a way to disable it. I'm on a server running Chisel2 version 2.3.10.37...
You are totally able to take a diamond/industrial diamond and chisel it into a Diamond Block. You can then take that Diamond Block and turn it into 9 Diamonds.
This is an insanely exploitable issue... so I'd really like to remove either Diamond Blocks, or Diamonds from the Chisel2 Recipe list.
I've attached a photo showing it. I also have a list of mods we have installed:
i dont know if someone already reported this or it has been fixed but, turning a chiseled block into a microblock using forge microblock kinda doesnt show the graphics. just a pink and violet texture like a missing texture glitch. do i need to do something else to make it work?

It's not all chisel blocks, just ones with connected textures of some kind. I'm sure ChickenBones could do something about this though, since Immibis's Microblocks work just fine with that (albeit not actually have them do the connected thing however).
If you can make use of [ spoiler ] when you post crashLog, use fileHosting.
If you can't, don't post the damn km-long thing.
It is REALLY annoying for everybody.
Ok nice, thank (didn't knew as I almost never use left-chiseling)

@Stormalisk He doesn't want another 1.6.4 version, he wants to convert to 1.7.10, which is unfortunately not possible.
Oh with all the asks for 1.6.4 versions I guessed I misinterpreted it.
Technically it is possible, but he would have to code it himelf. Probably would have to rehash alot of code.

@Stargazeer Please post a crash report, we can't do anything without one.

But do I leave the file as a JAR file, or do I unpack it. Because i've tried both ways, and it doesn't take effect in game when i do either option
You leave it as a jar file. If it still doesn't show up in game, there must be something else amiss.

Read the original post, it answers your question.
