Weird ! Look at the %APPDATA%\.minecraft\launcher_log.txt file for any clue.
Finally figured out the issue of it not appearing...it was choking on the time and release time in the json file so I edited them to look like the others.
Still same time zone issue, but this time I went right to it and fixed it first. Working well!
FWIW, having thousandths of seconds and 'Z' doesn't work for me. So in this one the releaseTime is "2018-10-25T13:50:27.000Z" but that throws an error. I just took out .000Z and put in a regular timezone offset (like -06:00)
First of all thank you for what you are doing, but both my boyfriend and I have the same problem with both the 1.13.1 and 1.13.2. on two different computers. We both tried it this morning. The installer doesn't seem to work. You click on the jar file the installer comes up and when you click on the install button nothing happens. We made sure we had run both versions of minecraft before the install and that the 1.13.1 and 1.13.2 folders were present in the .minecraft folder under versions.We are both running Windows 7 64bit , we are running plain Vanilla Minecraft without any other mods. We also disabled any antivirus programs before the install. Do you have any ideas? Can this be installed manually without the installer? Is there something we need to edit? I am really sorry to bother you. By the way we used your solution to the 1.12.2 version back in January, by editing the jar file and enjoyed it very much. Just one more thought could it be a problem with my Java version, is this still Java 8 or is it 9? Thanks in advance
XRay58.jar for MC 1.12.2 working well in 6 very simple steps (tried with success on the DireWolf20 1.12 pack) :
1) download the original XRay-58.jar for 1.12.1 (from the first page of this thread)
2) extract the file XRay1121.class from this jar (with 7-Zip)
3) rename it to XRay1122.class
4) open the XRay1122.class with a hex Editor, find the string XRay1121 and change it to XRay1122 , then save it
5) add the XRay1122.class in the XRay-58.jar
6) put the jar in the mods folder
That's it !

Num1, We seem to have a different problem than you referenced above. I was able to get the one you are talking about, for 1.12.2 to work perfectly following DromarLeBanisseur's directions, I used WinRar instead of 7-Zip and Notepad++ for the hex Editor, then installed it with Liteloader. We used that 1.12.2 version until 1.13 came out. Maybe someone will re-post that link.

We also installed version 1.13.2 minecraft and had the same results with the installer window. I was hoping DromartLeBanisseur would have an answer as to how to get the installer to work, or if there was a way to add the contents of the mod to the minecraft jar file. I read that they used to install some mods that way, but I have never done it am not sure if it is even still possible. Since liteloader and forge are not out yet to install it that way, I can't think of another solution, but then again, I am not a Java coder. So DromarLeBanisseur if you could help with a solution or at least point us in the right direction, I would be very grateful. Sorry for the repeat, just wanted Num1 to know the difference between his and my problem.

You didn't say that you had other mods installed!
Please share your crash report, which can be found in <instance folder>\crash-reports\ via pastebin.com, hastebin or gist. (Or use a spoiler, I guess?)
As said by Robijnvogel - you didn't say you had other mods installed...
...A crash report will help but at a guess I would say there's a conflict with the SecretRooms Mod... try removing that & see if it all works

I may have at least partially solved why the 1.13.1 and 1.13.2 Xrays won't install. Both my boyfriend and I are in the same boat on two different computers. I kept trying to get it to install without success. Then I made a new windows profile, installed a fresh version of Minecraft and both the 1.13.1 and 1.13.2 Xray mods install without a problem and work great. Apparently there is something in my .minecraft folder that the installer doesn't like. The only modes my boyfriend and I ever used were Liteloader, Xray and Voxel Maps, though we currently have no mods on any of the 1.13 versions. The problem with a completely new profile is it treats you as if you are a new player, complete with constant popup hints. Now I have to try and figure out what is stopping the Xray installer on both of our old profiles. Guess it is time for trial and error.
If anyone has any ideas on what may be the culprit, please comment, I am unable to give you any error logs because the installer is being stopped before it installs anything. I we get this figured out we may be able to help others having similar problems.

i installed the latest xraymod installer and worked all well until it loaded to the main menu and im unable to click on anything, although i can kind of drag my mouse and get into survival for example but cant uses any keys or the mouse at all, anyone know what to do? version 1.13.2

Stick with unofficial 1.13.1 for now - AFAIK there's not much difference in playing SP 1.13.1 & 1.13.2 maps......
.... unless you're actually wanting this to Xray (ie cheat) on a SMP that's running 1.13.2 that is
- then you'll just have to go mining like any other normal honest player
