Yes, you can change it via a resource pack. Just create a standard resource pack with the .ogg file you want to use in the folder "assets/securitycraft/sounds".

1. The texture name changes are exclusive to the editions of the mod for Minecraft 1.11.2 and 1.12.x. Each SecurityCraft version that is also available for 1.11.2+ will have the old TextureFormat for MC 1.7.10 through 1.10.2, and the new texture_format for 1.11.2 and 1.12.x.
2. The Limited Use Keycard got added in v1.7.0 and the level 4 and 5 Keycards got added in v1.7.4..

[1] This fixes:
1. The camera not rotating when reloading the world
2. The Redstone Module not working when trying to change the camera's redstone output right after reloading the world
3. The Keypad not being disguised after reloading the world
4. Probably some other things

I personally would like to see the alarm with several different sound of which you could choose from.

We're waiting for 1.13 to make major changes. And the alarm sound can be changed with a resource pack (I'm aware that this doesn't allow for an individual sound per alarm).
