After you do that, the current blocklist is the one you typed in the textbox. Press ctrl-x again then select the blocks you want, then hit esc, and it will be saved in the config file.
If the blocklist doesn't exist, the current blocklist is copied to the new one and then saved.
So the current blocklist can be different from what is in the textbox?
Edit: I tried what you just described, and still, nothing gets written to the config file. Can you send an example of a second profile so I can try pasting it directly into the config? Sorry for probably just not understanding how this is supposed to work :/

No.
In (minecraft folder)/config/UyjuliansXrayMod.cfg, add:
Last suggestions if the above doesn't work correctly:
Delete the configuration file and let my mod recreate it
Check permissions and see if you have permission to write to the "config" folder
I haven't tested on OS other than macOS High Sierra and Windows 7. VirtualBox is broken on Mojave Beta 2, so I can't spin up a virtual machine and figure out what went wrong.

Well, thank you for your help! It is late at the moment, so I will test it tomorrow. Just in case it is sensitive to this, should I put that in the same line, above default, or below? Or does it not matter?

Well it simply doesn't want to work for me. When I put "NewBlockList" in the textbox and click "Switch to the profile in the textbox", it reloads all chunks without any profile active, and overwrites NewBlockList with DefaultBlockList when I open the menu back up. Going to try the config reset soon.
Edit: I checked the config, and the game had completely deleted NewBlockList from the file. Oof.
Edit two:
I still haven't tried deleting the file, but that shouldn't be the problem
As far as writing permissions go, if it can delete lines, there is no reason that it shouldn't be able to write lines as well. In fact, the "Settings" feature writes to the file just fine. If you need it, I am running Windows 10, and my GPU likes to do odd stuff sometimes. I just don't think a GPU issue could cause this.
Ambient's X-Ray seems to have stalled out, now full of unofficial ones... So I have returned since it looks like you are back up and running, lol... however, my McAfee is siting your link on the 1st page as a known "Risk" site... however I was able to pass through that site and get to the main download page safe enough, but I have learned to listen to my scanner as I didn't one time and now my Pictures folder is locked and I cannot view older files there now...

Yeah, I'm planning on getting rid of that link and just linking directly to the Github releases page.
In fact, I just did that already.
EDIT: A release date was announced for Wednesday, July 18th. Based on past history, I'm guessing Liteloader will be updated in about 3 days, and I should get on it by then.
EDIT 2: There is a plan for bugfixes and other internal changes only whenever 1.13 comes out.
EDIT 3: Liteloader/Forge/Sponge 1.13 won't come out for a while, since it appears to be a large rewrite. Another version of this mod, which will not have 1.13 compatibility, may be released before Liteloader 1.13 is finished.

Put it in any new line.

Does this mod support ClientPermissions?
No.

Since Liteloader for 1.13 isn't coming out soon, I will be doing a maintenance update in the next four weeks.
No new functionality is planned; only bugfixes and cleanups are planned.

Edit 2019-02-03:
I'm aware of the Fabric mod loader. I will announce more details at a later point in time.
I apologize for the information site being inaccessible. I have corrected the permissions settings so that anyone can now view it.
It appears that Minecraft Forums is shutting down. Future information (including fixes and future updates) will be posted on my website.
