The dropbox link exists; it's just that the link on the wiki is badly outdated. With just a little bit of trial and error I found the link to the current version:
I have a suggestion. A MJ Power Regulator. It's a molten redstone machine that does the power regulation that the Energy Storage Cell does, but without the energy storage. This would be great when powering Forestry Machines, since they're super greedy. I noticed the rest of my machines slowed to a crawl after I hooked my Arboretum and Logger up to my conduit network. Although it does disintegrate trees rather impressively. But it would be awesome to be able to restrict the amount of power being sent to those machines without having to build an expensive Energy Storage Cell.
There are some duplicate values due to config file updates. The wiki should have the most recent .cfg. If the particular line isn't in there, it won't do anything.
I'm trying to get this worked out so that we can rename the fields to make more sense and delete existing ones easily.
I wanted to ask something about the Magmatic engine. I have been using it with almost everything, since its such an awesome engine but in some cases it seems that it does not work as well as other engines. The best example I have is the Fermenters from Forestry. I have 2 fermenters hooked up with electric engines (from an IC2 addon called transformers) and they work at 5MJ each. The process is really fast. On the other hand, for some reason the Magmatic Engine oly works high until the internal charge raises to the max (5000 I think?) and then it drops to 1.3MJ. So I am guessing it can only transfer 1.3MJ to the fermenters. Am I doing something wrong?

There's nothing wrong here - this is the magmatic engine slowing down and conserving fuel because the fermenter can't accept power any faster than that rate. What's happening is that the other engines are actually wasting it. This is common throughout BuildCraft.
Oh I would agree with you, that this is the case, but if you see I say that with the electric engines the fermenter works really fast. I do not even mean double the speed, since with the electric engine the the fermenter finished a stack of 64 while the magmatic engine hardly has made it go through 20 of the sapplings. I did think though that it might be the electric engine being buggy and sending more than the fermenter would allow making it work faster?
I must say I love this mod so far, but I have a problem. Is there a way to make redstone energy cells/ conduits output to buildcraft conductive pipes? I really need a efficient switch to prevent my forestry farm from eating all my energy.
The cell will output to conductive pipes, conduits will not connect however - it creates some really bad behavior. We're working on a power redirection block which will allow for this.
Ok, I finally found a solution and now I can again enjoy the use of my favorite Magmatic Engine. Seems that the magmatic engine does not work right with forestry machines, if connected directly on them. I have added a wooden+stone conductive pipe between the magmatic engine and the fermenter and now it works great Or maybe the magmatic engine always needs pipes between the machine and itself? Still, now I am really happy, and just thought of saying what I found about my problem.
Let’s play good guys against bad guys… Yes. Let’s play that. Are you ready? You’re the bad guy. And when you’re bad, you just run. That’s fine right? Well… Shall we play?
I love this mod a lot and it would add a lot to my BC experience-but I also am an avid IC2 user. My main problem with this mod is the usage of wood engines as "free energy" for smelters and other machines. It really breaks the energy dynamic that I enjoy. I would use these machines over IC^2, but the low-cost of the smelter for infinite smelting is an issue for me. Is there any plans to change this?

Redstone engines really don't produce much power, and enough to power a decent setup would be really expensive. Perhaps you're thinking of Biogas Engines that Direwolf20 used in his spotlight and look similar?

Doesn't he use the array of wooden engines right at the start to power the furnace? That's really where my problem is. A little bit of gold for the conductive piping and very little iron/wood/redstone for the wooden engines is basically my only problem with enjoying this mod :S.
Or are those infact biogas engines? >_< I don't know, he says "I set up some basic buildcraft engines" and they definitely look wooden :S

A redstone engine will let you cook 9 ores per hour in an Induction Smelter. Per Hour. There's no way I can really change that. Considering that a single IC2 solar panel will beat that by a huge margin, I'm not sure I see the issue. IC2 generation is trivial compared to BuildCraft energy.
Redstone engines won't connect to either conduits or conductive pipes at this point, so at best you can use 5 of them on a single machine at the expense of it being clunky, awful, and ridiculous.

Those are infact biogas engines running at full blast. That's the equivalent of 500 redstone engines he has hooked up.
I didn't know that! Alright That is much better-thank you for the quick response! Once I reformat my laptop this weekend I'll be downloading this for sure... Keep up the good work you brilliant modder you.
In terms of IC2 compatibility-can "dusts" from the macerator be used in recipes for Thermal Expansion or are they mutually exclusive?

Afaik they can be used as long as they are registered with the ore dictionary (I was making hardened glass with lead dust also making electrum ingots with pulverised silver and gold dust, also given that the same people make the Omnitools mod, cross mod compatibility of resources is something they seem to care about
I just want 2 say that is mod is truly a top tier mod. I really love the GUI interface and the level of though that went into the energy cells, engines, and machines. Someday I hope to create a mod of this caliber.
There's a link in the IRC chat.

THIS IS FREAKING AWESOME!
I knew this for a while but never tried it, until my wife told me to. Now I can't live without this or the omnitools >.<!

I believe KingLemming has stated that is for "cool future content".
