I've got forge installed and all that stuff but when i try to install 4096 fix it basically shouts at me when i start a world gives a split second error report then closes minecraft

@rkar6: Don't install this mod over the latest forge versions for 1.2.5. They don't work, and Forge has already 4096 ID-support built in.
@comicbstudios: I'll need the list of mods you're using, as well as the install order (probably).
@esgnrjnjgu: I haven't even come close to that while using almost a hundred mods simultaneously. How did you manage? Almost all major mods together use just over 400 block ID's, and 2000 item ID's.
@Kevalas115: Drop this mod, it's unnecessary with the latest forge, and change the Thaumcraft IDs

Yes it does. Just configure your ids for other mods normally. It of course doesn't work if you set your block ids to over 4096, because...it's obvious.
Forge should work with most ModLoader mods. Otherwise, you may just be S.O.O.L: So Out Of Luck.

I've heard that ID Resolver has updated to 1.4.2, But I personally usually use Excel or a noteblock to take care of conflicts, editing the config files manually. I've managed to cram about 1160 Block ID's into minecraft, using ~120 mods with 1.3.2, editing everything manually works fine.
