I've downloaded the 1.7.4 version and followed the directions, but it doesn't seem to do anything. When I'm in a village, I get nothing new on the F3 screen.
It should always add a line to F3 in single player mode. You don't need to be inside a village to see if the installation worked.
Not sure why it doesn't work for you though. You probably missed some detail. I suggest you try installing it again, or use a special launcher to make it easier (e.g. Magic Launcher).
I've got a question about the mod. Is this reading variables directly from Minecraft about village info or is it using its own code to calculate houses/villagers/golems/etc about the village?
It's reading the basic numbers, like villager, golem and houses count, village center and player reputation. Most of the other stuff is calculated by the mod with that.
Alright because my village radius, number of reported villagers/golems keeps fluctuating by very large numbers. My physical villager count is around 30 but I'm only showing reports of between 12 and 23 villagers which varies every few seconds. Golem count is the same way. I might have 2 sitting in front of me but numbers reported might say 0 for five minutes then change to 2 and suddenly drop back down to 1. Even number of registered houses keeps on changing even though no changes to villager population or building structure is occurring.
A somewhat related question. Does the Sky Light hitting to door have to be 15 for it to be counted or does it just have to be greater than the inside lighting? Say I have an awning over a door the Sky Light would be 14, would that not count as a house?
The fluctuation you see probably happens because houses get automatically removed from the village after some time if there's no villager nearby, and the AI doesn't account for that. There's some more quirks with village mechanics though that may be related. Anyway, it's not a bug in the mod.
The sky light has to be 15. Minecraft actually doesn't check for light values, but it checks whether there's some (fully or partially) opaque block somewhere above. Yah, there has definitely got to be something going on with the village mechanics within Minecraft because I currently have 5 naturally spawned golems, upwards of 50 villagers, and only 35 registered doors and more villagers and golems keep on spawning once in a while when things stop registering properly. Perhaps spawning the two villagers in via creative mode and switching back to survival bugged something?
There's a quirk that villagers (and golems) that are within the village radius but more than 3 or 4 blocks above or below the village center aren't counted against the limit, yet they're still able to breed and think they'd be inside the village. That, plus the instability of the village radius you mentioned (which also leads to villagers not being counted) should explain why that's happening.

Similar to others, I have a village that shows different counts the longer I hang around:
When I've been away and come back to town center, it shows:
Houses: 80
Villagers: 30 (28)
Golems: 10 (3)
As I hang around town center a while the numbers go to:
Houses: 92
Villagers: 111 (32)
Golems: 10 (10)
The last numbers are close to accurate. The actual golem count always seems to be accurate. The villagers are running around so much that it's no surprise that it's tough to get an accurate count of them. The village radius shows 34 and I believe that's accurate.
I dunno if this is significant but I completely forgot about the sunlight factor and built a golem farm in the sky (Y=160) almost right above that village (Y=65), but a little off to the side. There is some overlap. That corrrectly shows
Houses: 38
Villagers: 13 (13)
Golems: 0 (1)
When I'm on my way up to the sky village, the status does show the transition away from one and toward the other. When I come back down, once again the counts are very low but slowly work their way up. I don't think the sky village affects the town below but I just wanted to mention the proximity of another town and it's position in case this was a factor in the calcs.
I hope that info helps in case there is something up in the calcs.

Minecraft performs those counts to determine whether there are enough villagers to spawn golems, for example. The purpose of the mod is not to get the most correct villager count for you, but to show you what counts minecraft ended up with.
There are a couple things though which the mod does calculate by itself (based on minecraft's numbers) like the villager cap (based on house count). Anyways, the house count, villager count and village center (and some other data) are just read from minecraft, so these are almost certainly correct.
