Forge is trying to drop ModLoader and they're current in transition. A lot of mods will need to update to work for the new Forge.

No updates for any ModLoader mods are necessary, as the methods and names remain the same. You just can't install regular ModLoader ATM.

No, why would you need to downgrade?...1.3 isn't out yet...unless you're using a snapshot version, in which case simply hit "Force Update" to get a new .jar file.

I get barely any lag on the Mega Nuke and the only place I ever have trouble is the Nova Bomb (not enough memory allocated)
So no, if you have a VERY powerful computer, you shouldn't have any trouble at all (unless you're doing REALLY insane things)

So I have the latest minecraft build, server and client, have the latest Forge build, server and client, and have the latest Explosives+ build, server and client -yet I get issues when installing - perhaps because i'm not sure what I'm doing!
How do I install the mod server side? There's a mods folder in my minecraft server folder, but no resources... and when i download the server side mod, it's just a bunch of class files... dropping them all into the mod folder does nothing!

Please read the top of the page, server is for 1.2.3 ONLY. 1.2.5 Build is in the works, but will not be available for at least a week. Therefore, server only works with 1.2.3

But various warheads (like nuclear, nova, repulsor etc.) would be a great addition to a mislle launcher.
But it is a good mod nonetheless.
