Well, they could be in the prior version, but we don't want Cart Mod to feel completely OverPowered. We want some semblance of balance so that people will be comfortable using it in their otherwise vanilla world.
That said, we may return the ability to Harness all or most mobs, but it will need to be done in a "Realistic" way. Possibly adding a certain enchantment to the harness might increase the strength of a tiny mob thus allowing them to pull the cart, or another enchantment might allow fire mobs to be harnessed without burning the Cart, and another enchantment could allow otherwise too large creatures to be harnessed etc.
No promises but some sort of solution is being considered for the future.
Awesome mod! May I suggest to add a shapeless crafting recipe, with a fishing rod and wheat. That would produce a fishing rod with wheat attached to it. You could have an animal pull the cart, as you sit in it, but you could control where it goes with the wheat.

Oh yes, I've been thinking along the same lines, but instead of a controllable cart attachment that would have a swiveling "stick" mounted to a pole sticking up from the front of the cart, it would have wheat dangling from it's end to attract the farm animal pulling the cart. The attachment would allow someone who's riding the cart to swivel it back and forth with keys most likely. - Details haven't really been worked out yet.
So yes, great idea! I'll think about the fishing rod version too.
[EDIT] Regarding a fishing rod with wheat attached to the end that still attracts farm animals (Preferably with a very short attraction radius): Anyone can feel free to make a mod like that in the mean-time and it should work fine with this mod. For max compatibility though it would be best for that mod to only require ModLoader or nothing.
In honor of the most recent version of Cart Mod, v1.2.1, having been downloaded over 5000 times as of today, I have unlocked the prior version, v1.1, which was also for Minecraft v1.2.5.
So, for those who want to have fun Harnessing ALL mobs, v1.1 is for you. It was the first version of Cart Mod to have the Harness. Do please understand though that v1.1 does not have a Capture Net, that was added in v1.2. Also; disconnecting a Harness is a little harder in v1.1 (You must Right-click the mob with the Harness first then the cart, unlike now where you just Right-Click the Cart with it).
Please review the Change-Log to see exactly what differences to expect.

* One Caveat though: Even though you can Harness everything in v1.1, you can't fly around with the Ghasts in v1.1 like you can in v1.2. Special code had to be added for that to v1.2 and was a special Easter-Egg I wanted it to have for you to find. Jordanske finally humored me and made it possible.

Are you using Cart Mod version 1.2.1? And you are using the recipe in the OP chart?
It's possible that another mod you are using has the same ItemID and has overwritten the Capture Net. Normally you could just change the Item ID of any item in Cart Mod in it's config.txt file, but unfortunately the Capture Net didn't get put into the config file for v1.2.1 so it can't be changed.
For now if you find the other mod which uses the Capture Net's ID see if that mod has a config where it's ID can be changed, that should fix it.

Hello I recently installed your carts mod. Everything went to plan. I followed all the steps, it all works (crafting recipies). But there is a problem. It has turned some of the grass blocks in the game to grey. So I was wondering if you could tell me how to fix it? Im not sure whether it was the Carts Mod, or Modloader (which I also installed, because apparently it is required to run this mod). If you dont quite understand what im saying, i can send you screenshots, but im only new to the forum and im not entirely sure how, so if you need them, i would appreciate if you told me. So um... yeh.

There isn't any way I can imagine Cart Mod having affected grass color. Here is what I suspect, or hope, has happened:
Did you already have any other mods installed before adding ModLoader? Because you'll want to be sure to have installed ModLoader before anything else. If you already had something else installed first then you will need to start with a clean minecraft.jar and install ModLoader first then everything else after that.
Please let me know how that works out. And if that wasn't the issue then please do post before and after pics or something because otherwise I have no idea what happened.

that may be the problem. i think i had a mod installed before i installed mod loader. i will try installing mod loader first and then the mods afterwards. i will let you know how it works out

When I press wasd the cart starts moving even though there is nothing harnessed to it. Is this supposed to happen? Also you can hook up a clay solider to it then direct them with a fishing rod. cant show you though i cant figure out how to put pictures on the forum.

You must be inside of the Cart for wasd to have that effect. Yeah, we consider that to sort of be nudging the cart, it's normal.
That is AWESOME news about Clay Soldiers! Is it normal to be able to direct them via fishing poles?
For pictures: You need to upload them to some web service then you can get a link from them to the picture. Then when you are writing a post you can click the picture tool in the post editor bar above and paste the link into it and it will put the picture directly into your post.
