That's a vanilla render bug. (Or at least used to be and carried over to optifine)
The rain texture renders it's self behind transparent blocks; no real fix.
Ah, dang. It's strange, though. I've only noticed the bug that night. Meh, I guess I have another thing to write down on my List of Things I Have to get Used to.
Have you tried reinstalling Optifine? A fresh install of Minecraft could fix the problem too(Make sure to back up Server.dat, Resource Packs, and World Saves of course)
You cannot paste the file name for us to see it, sadly. Upload the photo to http://imgur.com/ or another site and send that link. If you want to reinstall optifine, just simply run the Optifine.jar and it will ask you to install the instance. Click yes and you're good to go.

Hello, i have a problem with this mod. So my fps with optifine really helps, but L.S.O.D always drop my fps from 120 to below 30. I've tried changed the auto save from 2s to 30 minutes and no luck. Can someone help me out?
optifine seems to break any textures that take vanilla textures and modify them (Dense Ores, for example) is there any way around this? I can post screen shots if i need to.
Does anyone happen to know when you will be able to change the optifine capes again? A couple of my friends and I wanted to change the colors of our capes but the website says they are temporary disabled.

This is a real problem. I was able to recreate it with similar if not the same results. There is a problem with the fov being set to a very bad value in Mojang's options.txt file after using 'reset video settings' button.
Investigating, I found that after I hit 'reset video settings' (like mdsprouse) the 'fov' in options.txt (which was fov:0.125) got changed to fov:-1.75!!! Not only a very large number but NEGATIVE as well!!
@mdsprouse to fix this issue you will need to find your .minecraft folder (usually in 'User\AppData\Roaming'). In this folder find the options.txt and open it and remove the line that reads fov:-1.75 (note yours may be a different value). This will give you the default fov.
