I think that he forgot to change the version number for it. Ask him in his topic about it. Are you installing Dynamic Lights as instructed? Hate to ask that, but some people just put in into the jar file instead.
Then I have a suggestion: try installing your mods WITHOUT mining helmets. Install them one at a time with both modloaders, TMI and Dynamic Lights first and then start a new world to see if it works. It could be those helmets.

Life is a Learning Curve.... Unfortunately, you're stuck on the bottom...amongst the bones of the stupid.
Last i checked, Dynamic Lights were incompatible with Mining Helmets, for the simple reason both are a continuation of Cryect's Handheld Torch, and use the same hack.
As of Feb. 11th *NOW*, i have released an improved version of Dynamic Lights that should yield you a lot more FPS, particularly with Optifine installed. I can't even remember the last time i had 100+ FPS with a handheld torchlight.
In numbers: I've cut down the worst case light update from 189.000 calls down to 27.000, a reduction to 1/6th
I did everything the written instructions told me to do but Dynamic Lights doesn't work. I really want to use it for a Hardcore Let's Play with small view. I love the mod!

c) the patch could not be applied either way, apparently, because Signatures in RenderGlobal and World seem to be off
So you must:
- Update your mcpatcher
- Follow the instructions for reals. _Do not_ click "add mod" for whatever reason. If Dynamic Lights doesnt show in the list, you already failed.
- we'll see if updating mcpatcher helps your signatures, otherwise some mod must have broken the files too much
I've released a small Update to both Dynamic Lights. There is no functional change, but some changes to allow better intercompatibility with other mods.
