well let it look like wood! no one will exploit the texture of wood! Barricades are usually made of wood. all you would have to do would be to make some parts of it opaque, if that.
i like the fence idea for barricades also there could be cobblestone or smoothstone is chest so when you aquire a certain amount you could make a barricade the only problem with this is that you cant resuse those blocks unless you have a pick (which is banned as of now)so the fence is a better solution.

I dont want to use mods for this, making a texture pack was cruel enough to the users who like vanilla MC. a Mod would blow their minds.

at least. Some of em arent even in schematic form yet, theyre world saves. This is gonna suck to plow through.
*sigh* If this is how my future game design career is gonna feel imma just quit now.

Place sticks inside chests, as well as some resource blocks. This will give the player the option to make a pickaxe. I understand his. However, there is no wood. If this is a wood pickaxe, it will run out waaaay before they get anywhere important, and they have to mine through things with zombies chasing them. Not easy with the speed you get out of a wood pick. Once they have cobble from the pick, what do they do with it? They can't make tools because they used up their sticks making the pick, and so now they're stuck, until they find another chest where the process will be repeated.
Or they could make a sword. That'd let them hack hrough zombies, which I would rather not have be a large part of the game, I prefer sprinting. But it would be way more useful than the pick in the long run.
If only sticks and small amounts of cobble are placed in chests, that would force players to make the choice between tools, with swords being the obviously wiser choice.
Video Game design? Maaan. Good luck with that, more power to you. I'd suggest starting by learning, say, Java, Since Minecraft's coded in that and all. MCEdit is really not the best way tos tart, I don't know of any games built like that.

Actually that would be a cool idea. Replace most of the stone blocks with admintium and then have it so some areas are stone. Don't know if you can break into this building or not lmao.

Well, people are going to be able to break anything if they feel like it, unless you build the walls out of tnt or bedrock, Which I doubt you want to do. People will always be able to get past your puzzle without solving it, just by busting down the door. I'm moving squarely into the mod camp here, I'm voting for craftbook, as well as something that would make it impossible for players to remove any block except for wool or something that they had placed. I think that the data is recorded somewhere as to whether or not the player has placed a block because certain map viewers have the option to view only blocks placed by the player. Also, to solve the biggest problems, you could just remove the pickaxe as an item. But, yeah, that would be hard.

Hack and slash being the original concept you pitched where it's just survive by making your way to the next chest of items, and survival requiring the player keep an eye out for crafting materials to aid in their quest since the chests will only contain sparse amounts of material.
Really once the city is built and everything is in place it would just require someone to go through and make the slight alterations necessary to distinguish one from the other. Find someone with a good eye for detail -- I may be willing to do it myself if I have time, though I'll probably end up revamping it to use my textures as well ;D
