Hey guys. I have a question for you all that you've probably heard hundreds of times before. I have dug up countless youtube tutorials, and other forum threads containing the "answers" to this question, but I could never find a working solution. How do I dedicate more RAM to my minecraft server?
Let me give you a little back story: I used to have a server that I played with myself, my brother, and three other friends. It ran very smoothly, no lag. It ran on the old version of McMyAdmin. After a while, we had forgotten about that server, and one of the previously mentioned people started a new server. Now HIS server is becoming very laggy, so I am thinking about starting up a new server. Whenever I create a server, however, it lags a lot, and there is a certain radius at spawn that I cannot break/place blocks at.
I have tried doing the minecraft.bat thing, and that has never worked.
Server specs:
4.00 GB RAM
64 Bit Windows 7
AMD Athlon II P320 Dual-Core Processor 2.10 GHz (I know that sucks, but It's all I have for now)

Thanks!
