You are completely misinterpreting everything I am saying, and I even answered some of these in the post you are quoting right now.
That was only an example and I only quoted my example to give you an idea of what I'm talking about.
Both a combination of time on the boards and posting a decent amount of posts matter, not just one or the other. If someone has been on here for a long time and has made around 400 posts, then that would be a good example of an experienced forumer. However, a person with 400 posts and has only been around for a month would not be considered an experienced person.
These experienced people are the people I personally think you should be considering hiring more of instead, however you may define them as experienced.

Kinda the short answer: If someone hasn't been around long, we're timid about them no matter what their post count is. If they made 100 posts in a week and applied we might not hire them even if their posts are good. However, someone making 400 posts in a few months in the mapping and modding section (where I was admin) was extremely rare, and most of the people that managed to do that were probably mostly replying to their own topic if it was a mod, helping with bug reports/questions/etc. Just the fact that the vast majority of the posts are kept to a single topic is another thing that makes me timid about them, because they aren't going out of their way to help someone (which pretty much comes with the job as a moderator).
As for your example, if a moderator starts displaying that they should not be a moderator, they will be removed. I could take someone's moderator abilities away in a minute, so if a mod becomes like you described I wouldn't think twice of stripping their rank and completely removing them from the staff (banned from IRC channels and retired staff badge/member group not given).

Joking around is fine, it's the whole trolling/causing chaos part that would probably make me remove their mod status.

No, retired staff are people who have voluntarily left the staff, usually due to either lack of interest or lack of time.
If someone was fired, then they would not have any tag indicating they were once staff.

It's only logical. Would you like to have a bad representative of your forum if you had one?
Though Retired Staff has no powers (Contrary to popular belief) they are looked at as representatives of the forum and staff to a degree. And if one is not fitting to be a mod any more then one is not fit to be a representative.

Also, keep a positive attitude if you get Declined. Being Negative, Complaining, and etc will lower you chances, and there's no reason to complain. It's not an easy job.
But yes, if you all get denied, just look at yourself and see what you think is lacking, usually a good place to start is your posts. See how your posts are and what moderator posts should look like. If you are being arrogant, breaking rules, or even being someone a mod would likely not be, that is a great place to start improving, as posts let us see what you are.
I am pretty sure their names are DanielStarr and spudmonkey, both Forum Admins. I know the forum admins run a thread, but neither of these admins do and in some of their posts and profile feed, it says they are retired, even though they don't have the rank of Retired Staff. Both of them retired; DanielleStarr no longer has administrative powers, but this was quite awhile after her retirement, spudmonkee still does because noone bothered to move him out of the Administrators group yet, and I'm thinking the process takes time. And there's no real reason to if noone looks for him, could bug squid to fix that but again, no real reason. Though you should know that being in the Administrators group does not necessarily mean you have access to the admin control panel.

Wandering around McF and I see kids hating their lives because they weren't excepted. I've been declined two times (Okay first application wasn't that good, second was better but not the material they're looking for I suppose) and I don't get butt-hurt over it. I move on and enjoy my day. Then two-three months later I repeat the process.

Not that I had intentions of becoming a moderator anyway, just making a few points about me clear.
There is no process. You get asked to be one if you're qualified; not the other way round.
