At first, I was laughing at that post. The one where it says Mod Edit:. But then I looked closer, and noticed there wasn't something that said "Edited by piratebay" or whatever below it. Is this a real or fake mod edit? If it's fake, is that reportable?
That mod edit is fake, the moderation logs for the topic do not show that it was done by a moderator.
And when that user was banned, it was for posting NSFW content on the forums, and it was their 3rd warning.

Also, if you don't see a "edited by (Mod here)" under the post, 99% of the time it'll be a fake :3

Geez, you people are so dense. It's a term similar to "chew someone out". AKA criticize them unnecessarily. Why is it such a big deal?
Just my opinion, and I think you're overreacting; but you should know, as a moderator(and thus savvy and knowledgeable on forum guidelines, or supposed to be) that a simple "I guess" or "sure, why not" can open a massive shitstorm of rule exceptions, and percieved lack of authority/ignorance of your own position.
It does not bode well with honest members and stands out to trolls like a lava beacon.

When I said "I Guess" I was using my own judgement, as there is no explicit rule that states faking Mod Edits: is against the rules. However, the rules do give moderators the authority to use their own common sense to handle posts that do not have straightforward rules that apply to them.

If a user did, however, decide to insert a "mod edit" with a false opinion (attempting to create fake evidence or pretense), that could easily be grounds for warning.

No, there are plenty of ways to get an idea across without trying to make people think a moderator/admin did something which they didn't.
